十八大以来党内民主建设制度的实践与启示

【摘要】：十八大以来,党的建设制度改革进行了卓有成效的实践探索,也带来了很多有益的启示。保障党员权利和坚持党的领导相统一、重视实质民主与发展形式民主相结合、协商民主是党内民主的重要形式等是党的建设制度改革最突出的实践与启示。从党内民主与集中的关系看,党内民主建设制度改革历程是保障党员权利的历程,并在坚持党的领导下保障党员权利,党强化了保障党员权利和坚持党的领导相统一的制度实践;从党内民主内容与形式的关系看,党重视实质民主,积极发展形式民主,加强了重视实质民主与发展形式民主相结合的制度实践;从党内选举民主与协商民主的关系看,党广泛深入的推进协商民主,形成了党内协商民主是党内民主的重要形式的制度实践。党内民主建设围绕这些制度实践展开和深化,是以改革创新精神推进党的建设科学化的必然要求,也是中国特色社会主义民主政治建设的核心和关键。
[Abstract]:Since the 18th Party Congress, the reform of the Party's construction system has carried on fruitful practice exploration, also brought a lot of beneficial enlightenment. Safeguarding the rights of party members and insisting on the unity of party leadership, attaching importance to the combination of substantive democracy and developing form democracy, and deliberative democracy are the most outstanding practice and enlightenment of the reform of party building system. From the perspective of the relationship between inner-party democracy and centralization, the course of the reform of the inner-party democratic construction system is the process of safeguarding the rights of the Party members and ensuring the rights of the Party members under the leadership of the Party. The Party has strengthened its institutional practice of safeguarding the rights of party members and adhering to the unity of the Party's leadership. From the perspective of the relationship between the contents and forms of inner-party democracy, the Party attaches importance to substantive democracy and actively develops formal democracy. We have strengthened the institutional practice of combining substantive democracy with development form democracy. From the point of view of the relationship between inner-party electoral democracy and consultative democracy, the Party has extensively and deeply promoted deliberative democracy. The formation of inner-party consultative democracy is an important form of inner-party democracy system practice. The inner-party democratic construction, which is carried out and deepened around the practice of these systems, is the inevitable requirement of promoting the scientific construction of the Party with the spirit of reform and innovation, and is also the core and key of the construction of socialist democratic politics with Chinese characteristics.
