新形势下推进制度治党科学化的理论思考

【摘要】：新时期推进全面从严治党,全面提高党的建设科学化水平,最根本的就是推进制度治党科学化。加强和规范党内政治生活是推进制度治党科学化的重要目标,有利于实现党内政治生活的制度化、民主化和规范化;实现党内制度设计的"三个统一",确保制度"管用"、"可用"、"好用",是推进制度治党科学化的基本要求;要通过增强全党的制度意识,构建科学的制度框架,强化党章的核心地位,强化民主集中制原则,完善各项具体制度等实践路径,优化党内制度体系,不断提高制度治党的科学化水平。
[Abstract]:In the new period, it is essential to promote the scientific management of the party by the system, and to improve the scientific level of the party building in an all-round and strict way. Strengthening and standardizing the party's political life is the important goal of promoting the scientific management of the party, which is conducive to the institutionalization, democratization and standardization of the party's political life. To realize the "three unifications" of the system design within the Party, to ensure that the system is "effective", "usable" and "easy to use" are the basic requirements for advancing the scientific system of administering the party, and to build a scientific institutional framework through strengthening the party's institutional awareness. We should strengthen the core position of the Party Constitution, strengthen the principle of democratic centralism, perfect the practical paths such as various concrete systems, optimize the inner-party system, and continuously improve the scientific level of the system governing the party.
