高校构建“三不腐”有效机制研究

【摘要】："不敢腐、不能腐、不想腐"的"三不腐"有效机制,是坚决遏制和预防腐败现象的目标和方向,对高校落实党风廉政建设"两个责任"、依法治校、提高人才培养质量具有重要意义。高校构建"三不腐"有效机制,要通过发现问题、严肃惩治、公开曝光,形成"不敢腐"的惩戒机制;通过大学章程、制度体系、保障监督,形成"不能腐"的防范机制;通过党性教育、干部管理、廉洁文化,形成"不想腐"的自律机制。
[Abstract]:The effective mechanism of "three non-corruption", which is "not dare to rot, cannot be corrupt, does not want to corrupt," is the objective and direction of resolutely curbing and preventing corruption, and it is the "two responsibilities" to carry out the construction of a clean and honest party style in colleges and universities and to administer schools according to law. It is of great significance to improve the quality of personnel training. In order to construct the effective mechanism of "three no corruption" in colleges and universities, we should find out the problems, punish them seriously, expose them publicly, form the disciplinary mechanism of "not dare to corrupt", form the preventive mechanism of "not to rot" by means of the university constitution, the system, the guarantee and supervision. Through party spirit education, cadre management, clean culture, form "do not want to rot" self-discipline mechanism.
