云南高校服务型党组织建设研究

【摘要】：党的建设一直以来都是理论界研究的热点,高校党组织作为党的基层组织的重要组成部分,不仅关系着我们党能否牢牢掌握高校意识形态的领导权,更关系到高等教育在党和国家发展全局中的重要作用能否充分发挥,在建设学习型、服务型、创新型马克思主义执政党的背景下,解决好“培养什么样的人、如何培养人、为谁培养人”“办什么样的大学、怎样办好大学”的根本问题,是云南高校服务型党组织建设的重要意义所在。2014年12月,习近平总书记就高校党建工作专门作出重要指示,指出“要强化思想引领,牢牢把握高校意识形态工作领导权;坚持和完善党委领导下的校长负责制,不断改革和完善高校体制机制;全面推进党的建设各项工作,有效发挥基层党组织战斗堡垒作用和共产党员先锋模范作用”。在实现云南的跨越式发展、创建文明省会城市、建设面向南亚东南亚教育高地的现实需要下,要求云南高校对落实服务型党组织建设做出积极探索,提高办学质量,办各族群众满意的现代化大学,为国家输送高质量的社会主义建设型人才,助力大国教育战略,主动融入国家的发展战略。而当前高校党组织在多样化的教育需求、复杂的教育环境下,在思想、组织、作风、制度等方面还存在不足,服务职能的发挥还不够,需要在实践中不断探索完善。论文由五部分构成:第一部分,阐释选题背景、研究意义、国内外研究综述、研究内容、研究方法以及研究的重点难点和可能的创新之处。第二部分,论述高校服务型党组织建设的基本内涵、服务型党组织建设的着力点、内在要求和云南高校服务型党组织建设的重要意义。第三部分,以云南农业大学、云南大学、云南师范大学为例,分析了当前云南高校服务型党组织建设主要做法和实际成效及经验启示。第四部分,分析云南高校服务型党组织建设存在的主要问题。第五部分,提出加强云南高校服务型党组织建设的对策建议,即全面提升服务思想,不断转变服务作风,继续加强制度服务建设,创新发展服务载体,以内涵式发展提升高等教育质量,完善高校服务体系。
[Abstract]:The construction of the Party has always been a hot topic in the theoretical circle. As an important part of the grass-roots organization of the Party, the Party organization in colleges and universities is not only related to whether our Party can firmly grasp the leadership of the ideology of the university. It is also related to whether higher education can play an important role in the overall development of the Party and the country. Under the background of building a learning-oriented, service-oriented and innovative Marxist ruling party, we can solve the problem of "what kind of person to train, how to train people," The fundamental question of "what kind of university to run and how to run a university well" for whom to train people is the important significance of the construction of service-oriented party organizations in Yunnan's colleges and universities. In December 2014, General Secretary Xi Jinping gave important instructions on the work of party building in colleges and universities. It is pointed out that we should strengthen ideological guidance and firmly grasp the leadership of ideological work in colleges and universities; We should adhere to and improve the system of president responsibility under the leadership of party committees, constantly reform and perfect the institutional mechanism of colleges and universities, comprehensively promote all kinds of work in party building, and effectively give full play to the role of basic-level party organizations as fighting bastions and Communist Party members as vanguard and exemplary roles. " In order to realize the leap-forward development of Yunnan, to establish the provincial capital city of civilization, and to build the educational highland facing South Asia and Southeast Asia, Yunnan colleges and universities are required to actively explore the implementation of service-oriented Party organization construction and improve the quality of running a school. To set up modern universities which are satisfactory to the people of all ethnic groups, to send high-quality talents of socialist construction to the country, to help the education strategy of big countries, and to actively integrate into the national development strategy. At present, the Party organizations in colleges and universities in the diversified educational needs, complex educational environment, in the ideological, organizational, style, system and other aspects of the deficiencies, the service function is not enough, need to continue to explore and improve in practice. The thesis is composed of five parts: the first part explains the background of the topic, the significance of the research, the domestic and foreign research review, the research content, the research methods, the key points and difficulties of the research and the possible innovations. The second part discusses the basic connotation of service-oriented Party organization construction in colleges and universities, the focus of service-oriented Party organization construction, the internal requirements and the important significance of service-oriented party organization construction in Yunnan colleges and universities. In the third part, taking Yunnan Agricultural University and Yunnan normal University as examples, this paper analyzes the main methods, practical results and experience of the construction of service-oriented party organizations in Yunnan colleges and universities at present. The fourth part analyzes the main problems in the construction of service-oriented party organizations in Yunnan colleges and universities. In the fifth part, the author puts forward the countermeasures and suggestions to strengthen the construction of service-oriented party organizations in Yunnan colleges and universities, that is, to promote the thought of service in an all-round way, to constantly change the style of service, to continue to strengthen the construction of system services, and to innovate and develop service carriers. To improve the quality of higher education and improve the service system of colleges and universities.
