【摘要】：正秉纲则目自张,执本而末自从。作为党内根本大法,党章是管党治党的总章程。习近平总书记在《关于〈准则〉〈条例〉的说明》中鲜明指出,起草两项法规的原则之一是"坚持以党章为根本依据"。《准则》字里行间,处处体现尊崇党章、贯彻党章、维护党章,把党章关于党内政治生活的要求具体展开,成为依规管党治党的重要遵循。源于党章、总结实践,形成新的制度安排
