强化参政党监督:执政党政治生态建设的新思考

【摘要】：从政治生态视角看我国政党系统,执政党处于核心生态位,参政党处于特殊的次生态位;政治生态遭受严重"污染"是近年来执政党易发频发集体性腐败的主要生态因子。十八大以来,习近平为治理腐败提出了"推进政治生态建设"的时代新课题。对此,除了可从执政党党内生态的角度加强党内监督,还亟需从其外生态的角度寻找新路径强化参政党监督,包括转变思想观念,充分认识参政党政治生态位的重要性;完善制度机制,为参政党监督提供生态互动机制;加快探索出台《政党监督法》,为参政党监督执政党提供生态保障。这既是贯彻"全面从严治党"战略思想的必要选项,也是涵养中国特色社会主义民主政治的重要选择。
[Abstract]:From the perspective of political ecology, the ruling party is in the core ecological position and the participating political party is in the special sub-ecological position, and the serious "pollution" of the political ecology is the main ecological factor that the ruling party is prone to frequent collective corruption in recent years. Since the 18th National Congress, Xi Jinping has put forward the new topic of promoting political ecology construction in order to deal with corruption. Therefore, in addition to strengthening the inner-party supervision from the angle of the inner-party ecology of the ruling party, it is urgent to find a new way to strengthen the supervision of the participating political party from the perspective of its external ecology, including changing the ideological concept and fully understanding the importance of the political ecological niche of the participating party. Improve the system mechanism, provide ecological interactive mechanism for the supervision of participating political parties, accelerate the exploration and issue of the Law on the Supervision of political parties, and provide ecological protection for the supervision of the ruling party by participating political parties. This is not only the necessary option to carry out the strategic thought of "administering the Party in an all-round and strict manner", but also the important choice of preserving socialist democratic politics with Chinese characteristics.
