坚持和改善党对国有企业的领导

【摘要】：坚持和改善党对国有企业的领导,是深化国有企业改革和建设中国现代国有企业制度的政治红线,是习近平总书记治国理政思想的重要组成部分。要从坚持和发展中国特色社会主义、巩固党的执政基础和执政地位的政治高度,从国家治理体系和治理能力现代化的现实深度,从做强做优做大国有企业的实践角度,认识党对国有企业领导的重大意义。党对国有企业的领导体现在公司治理结构中发挥领导核心和政治核心作用,即把方向、管大局、保落实。在公司治理中,党企分工不分家,要把加强党的领导和完善公司治理统一起来,各司其职、各负其责、协调运转、有效制衡。国有企业党委(党组)也要尊重其他治理主体的法定权责,不能党企不分,成为生产经营的决策指挥中心;否则,就会背离建立现代企业制度的改革方向。
[Abstract]:Persisting in and improving the Party's leadership over state-owned enterprises is the political red line of deepening the reform of state-owned enterprises and building China's modern state-owned enterprise system, and is an important part of General Secretary Xi Jinping's thoughts on running the country. From the perspective of upholding and developing socialism with Chinese characteristics, consolidating the political height of the ruling foundation and the ruling position of the Party, from the realistic depth of the modernization of the national governance system and governance ability, and from the perspective of strengthening, improving, and expanding state-owned enterprises, To understand the great significance of the Party's leadership over state-owned enterprises. The leadership of the Party over the state-owned enterprises is embodied in the corporate governance structure to play a leading and political core role, that is, the direction, the overall situation, and ensure implementation. In the corporate governance, the party and enterprise division of labor is not divided, we should strengthen the leadership of the party and improve corporate governance unified, each of their responsibilities, coordinated operation, effective checks and balances. Party committees (party groups) of state-owned enterprises should also respect the legal rights and responsibilities of other governing bodies, and they should not be separated by the party and enterprises and become the decision-making and command centers of production and management; otherwise, they will deviate from the reform direction of establishing modern enterprise systems.
