水利科研单位落实“两个责任”探析

【摘要】：水力科研单位是为落实创新驱动发展战略,实现水利事业改革发展新跨越提供有力的科技支撑的主体,营造风清气正的科研创新环境和培养干事创业的科研队伍尤为重要。本文在对水利科研单位落实"两个责任"情况进行广泛调研的基础上,力图总结经验做法,分析现阶段存在的不足,最后对水利科研单位如何更好地落实党风廉政建设"两个责任"提出有针对性的建议和对策。
[Abstract]:The hydraulic scientific research unit is the main body which provides the powerful scientific and technological support for implementing the strategy of innovation-driven development and realizing the new leapfrogging in the reform and development of water conservancy. It is particularly important to create a positive environment for scientific research and innovation and to train the scientific research team which is engaged in pioneering work. On the basis of extensive investigation on the implementation of "two responsibilities" in water conservancy scientific research institutions, this paper tries to sum up the experience and practice, and analyzes the shortcomings of the present stage. Finally, the author puts forward some suggestions and countermeasures on how to better implement the "two responsibilities" in the construction of party style and clean government in water conservancy scientific research units.
