当前党政干部公共服务动机状况调查——基于中部某市党政干部的实证研究

【摘要】:公共服务动机是在特定文化环境和管理制度下,个人所具有的公共精神,体现在为公共事务服务、奉献、牺牲的内在信念和潜在意识。公共服务动机是干部管理制度设计和调整的重要前提,在一定程度上决定着干部管理制度改革的路径和方向。通过问卷调查,采用国际学术界通用的公共服务动机测量指标,结合既有干部管理制度,对中部某市的党政干部进行了公共服务动机的实证测量。通过分析公共服务动机及其四个子维度,以及分析公共服务动机与性别、行政级别等人口统计学特征的相关关系和回归关系,得出我国党政干部具有较高的公共服务动机的结论。党政干部公共服务动机的客观揭示,为干部管理制度改革提供了实证依据。
[Abstract]:The motive of public service is the inner belief and latent consciousness of serving, giving and sacrificing for public affairs under the specific cultural environment and management system. The motivation of public service is an important prerequisite for the design and adjustment of cadre management system, which determines to a certain extent the path and direction of the reform of cadre management system. Based on the questionnaire survey, this paper makes an empirical measurement of the public service motivation of the party and government cadres in a city in the central part of China by adopting the general public service motivation measurement index of international academic circles and combining with the management system of the existing cadres. By analyzing public service motivation and its four sub-dimensions, and analyzing the correlation and regression relationship between public service motivation and demographic characteristics, such as gender, administrative level, etc. Draw the conclusion that our party and government cadres have higher public service motivation. The objective revelation of the public service motive of the Party and government cadres provides an empirical basis for the reform of the cadre management system.
