论腐败现象、成因和惩治策略

【摘要】：反腐倡廉是每一个国家和政府在任何时期都高度重视的问题,腐败严重破坏社会体制的正常运转与国家方针、政策的具体实施,既触犯国家法律、法规,又侵蚀人们的精神世界和社会道德底线。因此,了解我国存在的腐败现象及成因,建立完善的反腐倡廉法治体系是社会发展必须面对和解决的问题。本文首先从权力腐败高发化、腐败行为圈子化、腐败现象社会化、腐败习俗合理化等方面探讨我国当前存在的腐败现象;其次从传统文化影响、利益强烈驱动、惩罚力度偏弱、价值理念偏差、法律法规滞后、思想道德缺失等方面探讨腐败的成因;最后提出反腐败的惩治策略。
[Abstract]:Fighting corruption and promoting integrity is an issue that every country and government attach great importance to at any time. Corruption seriously undermines the normal functioning of the social system and the national policy and the concrete implementation of policies, and violates national laws and regulations. It also erodes people's spiritual world and social moral bottom line. Therefore, it is necessary to face and solve the problems that must be faced and solved by social development to understand the corruption phenomenon and its causes in our country, and to establish a perfect system of anti-corruption and promoting the rule of law. Firstly, this paper discusses the corruption phenomenon in our country from the aspects of the high incidence of power corruption, the circle of corruption behavior, the socialization of corruption phenomenon, the rationalization of corruption customs and so on. Secondly, it discusses the causes of corruption from the aspects of the influence of traditional culture, strong drive of interests, weak punishment, deviation of value concept, lag of laws and regulations, lack of ideology and morality, etc., and finally puts forward the anti-corruption punishment strategy.
