经济发达地区农村集体资产管理廉情预警评估系统设计——以东莞市为例

【摘要】：当风险偏好和道德水准一定时,是否腐败是村官根据制度条件做出的理性决策。要有效预防农村集体资产管理中的腐败,就要通过改变制度条件去影响村官的理性决策。通过评估各制度因素在经济发达地区农村集体资产管理领域中的现实情况,就能较好地预见该领域的腐败风险状况。珠三角东莞市农村集体资产管理廉情预警评估系统的设计体现了对这一规律的具体运用。
[Abstract]:When risk preference and moral level are fixed, whether or not corruption is a rational decision made by village officials according to institutional conditions. In order to effectively prevent corruption in the management of rural collective assets, it is necessary to change the system conditions to influence the rational decision-making of village officials. By evaluating the reality of various institutional factors in the field of rural collective asset management in economically developed areas, we can better foresee the corruption risk situation in this field. The design of the early warning and evaluation system of rural collective assets management in Dongguan, Pearl River Delta embodies the concrete application of this law.
