基层精准反腐的有效路径及其瞻望

【摘要】：近年来,基层精准反腐成为广大基层治理的重要探索,这是一条切实可行、富有成效的路径,具有重大的理论价值和现实意义。其具体做法有:聚焦重点领域、重点人和重点事,注重整体思维和协同联动机制,通过预防预警制度把好前期关口,强化微腐败和细节治理。未来基层精准反腐任重道远,应加强互联网精准反腐力度,强化基层尤其是乡镇纪检的巡察,辩证理解"法治"与"德治"功能,根据腐败新特点变化调整反腐方式,高度重视基层自治与人民群众的根本作用。
[Abstract]:In recent years, the grass-roots precise anti-corruption has become an important exploration of grass-roots governance, which is a feasible and fruitful path, has great theoretical value and practical significance. The specific measures are as follows: focus on the key areas, focus on people and key things, pay attention to the overall thinking and coordinated mechanism, through the prevention and early warning system, strengthen the control of micro-corruption and details. In the future, the grass-roots level will have a long way to go to fight corruption. We should strengthen the efforts of the Internet to combat corruption, strengthen the inspection of discipline inspection at the grass-roots level, especially in towns and townships, dialectically understand the functions of "rule of law" and "rule by virtue," and adjust the anti-corruption mode according to the new features of corruption. We attach great importance to grass-roots autonomy and the fundamental role of the people.
