县（市）级党员领导干部选任中的腐败防范机制研究

【摘要】：党的十八大之后,中国共产党将党风廉政建设和反腐败斗争视为党建工作的重中之重,采取铁腕治腐政策,一再强调“既打老虎又拍苍蝇”,力图防止和纠正党、政、军、企等各个领域的不正之风与腐败现象,以维护党的执政安全、巩固党的执政地位。党员领导干部选拔任用领域的腐败现象,尤其是县(市)级党员领导干部选任中的腐败现象严重影响到党的执政形象和公信力,成为广大党员领导干部和人民群众密切关注的重要问题。因此,研究县(市)级党员领导干部选任中的腐败问题,探讨其腐败机制显得至关重要。本文研究和分析县(市)级党员领导干部选任中的腐败防范机制问题,通过综合运用历史研究法、文献分析法、比较分析法等研究方法,总结出县(市)级党员领导干部选任中的腐败问题产生的原因,进而提出治理此问题的相应的对策和建议。本文对县(市)级党员领导干部选任中的腐败防范机制问题的论述分为引言、正文、结语三部分。在引言部分,本文主要分析了县(市)级党员领导干部选任中的腐败防范机制的选题依据和选题意义,评述了国内、国外关于该课题的研究现状,概述了此选题的研究的主要内容和可预期的、有价值的成果,并对选题的研究方法和论文框架予以介绍。正文由以下四部分组成:第一部分是对党员领导干部选任的一般理论分析,主要界定了党员领导干部的选任概念、马克思主义经典作家关于党员领导干部选任的理论阐释以及中国共产党党员领导干部选任的历史回顾等,为县(市)级党员领导干部选任中的腐败防范机制问题的研究奠定理论和历史基础。第二部分聚焦县(市)级党员领导干部选任中的腐败问题,总结了其现状、特点及其对党的执政安全的危害。第三部分从制度因素、历史因素和社会环境因素分析了县(市)级党员领导干部选任中腐败问题产生的深层次原因。第四部分是从完善落实党员领导干部选任的相关制度、推进县(市)社会治理以及净化县(市)政治生态环境等方面论述县(市)级党员领导干部选任中的腐败防范机制的建构思路。在结语部分,本文重申了县(市)级党员领导干部选任中的腐败问题的解决对策及建议,并坚信通过坚持贯彻落实党员领导干部选任的相关制度、全面推进县(市)级社会治理以及净化县(市)政治生态环境等措施,县(市)级党员领导干部选任一定会日趋规范,选人用人的不正之风也会日渐消弭,进而有利于中国共产党先进性和纯洁性的发扬和保持。
[Abstract]:After the 18th CPC National Congress, the Communist Party of China regarded the building of a clean and honest party style and the struggle against corruption as the top priorities in the work of party building, adopted a policy of fighting corruption with an iron wrist, and repeatedly emphasized "beating tigers and swatting flies," in an effort to prevent and correct the Party, government, and the army. In order to maintain the Party's ruling security and consolidate the Party's ruling position, the unhealthy trends and corruption in various fields such as enterprises. Corruption in the field of the selection and appointment of party members and leading cadres, especially in the selection and appointment of party members at the county (city) level, seriously affects the ruling image and credibility of the Party. It has become an important issue for leading cadres and the people to pay close attention to. Therefore, it is very important to study the corruption in the selection and appointment of the leading cadres of Party members at county (city) level and to explore its corruption mechanism. This paper studies and analyzes the corruption prevention mechanism in the election of leading cadres at the county (city) level. Through the comprehensive application of historical research method, literature analysis method, comparative analysis method and other research methods, This paper summarizes the causes of corruption in the selection and appointment of leading cadres of Party members at county (city) level, and then puts forward the corresponding countermeasures and suggestions to deal with this problem. This paper discusses the corruption prevention mechanism in the election of leading cadres at county (city) level, which is divided into three parts: introduction, main body and conclusion. In the introduction part, this paper mainly analyzes the selection basis and significance of the corruption prevention mechanism in the election of leading cadres at county (city) level, and comments on the status quo of the research on the subject at home and abroad. This paper summarizes the main contents and the expected and valuable results of the research on this topic, and introduces the research methods and the frame of the thesis. The main body is composed of the following four parts: the first part is the general theoretical analysis of the selection of leading cadres of Party members, which mainly defines the concept of selection of leading cadres of Party members. The theoretical interpretation of Marxist classic writers on the selection of leading cadres of Party members and the historical review of the selection of leading cadres of the Communist Party of China, and so on. It lays a theoretical and historical foundation for the study of corruption prevention mechanism in the election and appointment of Party members and leading cadres at county (city) level. The second part focuses on the corruption in the election of leading cadres of Party members at county (city) level, and summarizes its present situation, characteristics and its harm to the ruling security of the Party. The third part analyzes the deep-seated causes of corruption in the election of leading cadres of Party members at county (city) level from the aspects of institutional factors, historical factors and social environmental factors. The fourth part is to perfect and implement the relevant system of the selection and appointment of leading cadres of Party members. The construction of corruption prevention mechanism in the election of leading cadres of Party members at county (city) level is discussed in the aspects of promoting the social governance of counties (cities) and purifying the political and ecological environment of counties (cities). In the conclusion part, this paper reiterates the countermeasures and suggestions of corruption in the election of leading cadres at county (city) level, and firmly believes that the relevant system of selecting party members and leading cadres should be carried out through persisting in the implementation of the relevant system of the selection and appointment of Party members and leading cadres. To comprehensively promote social governance at the county (city) level and to purify the political and ecological environment of the county (city), the selection and appointment of leading cadres of party members at the county (city) level will surely become increasingly standardized, and the unhealthy trend of selecting and employing people will also gradually be eliminated. Progress is conducive to the development and maintenance of the advanced nature and purity of the Communist Party of China.
