论党的基层组织在社会管理中的地位和作用

【摘要】：在社会主义建设的新形势下,创新社会管理是党中央在新阶段的一项重大战略决策。新形势下,中国社会管理呈现出一些新特点、新问题,基层是维护社会稳定的第一线,是党联系社会的重要纽带,准确把握社会管理创新的新要求,是党的基层组织充分发挥推进社会管理更加有序、稳定、发展的根本前提。广大基层党组织一定要提高思想觉悟,从思想上领会到推进基层社会管理创新的紧迫性,了解当今基层社会的民生民情,充分发挥基层党建的经验和优势,努力成为基层社会管理的领导者、激励者、协调者和保障者,在整合各方利益的过程中实现基层社会管理。本文正是在此背景中展开的。本文以马克思主义党建理论和社会管理理论为指导,分析了党的基层组织和社会管理的内涵、党的基层组织和社会管理的相互关系、党的基层组织在社会管理中作用发挥的发展历程,在此基础上,着重明确党的基层组织在社会管理中的地位和应发挥的作用,并对党的基层组织在社会管理中具体作用的实现提出了基本对策。本文共分五个章节,由绪论、正文和结语组成。第一章,绪论部分,阐述了本文的研究背景和研究意义,对学界及实践中的研究现状进行了总结、分析、评述,并介绍了本文的研究内容及采用的研究方法。第二章,界定了党的基层组织和社会管理的相关概念及内涵,阐释了研究该课题的理论基础一一党的基层组织建设理论与社会管理理论。第三章,论述了党的基层组织在社会管理中的地位和作用。基层党组织是社会管理创新的领导者、协调者、保障者和激励者。党作为组织群众、宣传群众、教育群众、服务群众的桥梁和纽带,应不断迎接社会管理的挑战,充分发挥服务群众、协调利益、关怀社会、化解矛盾的作用。第四章,探究了社会转型期党的基层组织在社会管理中作用发挥的现实困境,主要体现在以下五个方面：思想观念僵化影响了基层党组织在社会管理中的战斗力、队伍建设疲软化削弱了基层党组织在社会管理中的凝聚力、管理主体单一影响了基层党组织在社会管理中的管理效果、制度建设不健全阻碍了党的基层组织在社会管理中的持续科学开展、整合能力不足降低了党的基层组织的影响力。第五章,探析党的基层组织在社会管理中作用发挥的路径,首先转变领导理念、加强服务意识。促进基层党组织在密切联系群众和实现群众利益中提高服务意识；其次,明确管理重点,优化管理内容。要深入了解群众,明确管理重点,更要立足群众实际,不断优化服务内容；再次,增强管理能力、完善管理方式。要不断提高党员队伍的整体素质,拓展党的基层组织的管理方式,提升基层党组织的社会管理能力；第四,创建服务平台,落实管理成效。通过建立高效便捷的党员服务站点、开展党员志愿者活动、创建综合性信息化服务平台等方式,为党的基层组织充分发挥在社会管理中作用提供载体支撑；第五,健全管理机制,保障长效发展。创建联系群众机制,健全服务效果的评价机制,为党的基层组织在社会管理中作用发挥提供长效保障；第六,整合各类资源,促进多元治理。充分发挥党的基层组织的战斗堡垒作用,统筹群众和社会组织共同为社会的健康有序发展做出贡献。
[Abstract]:In the new situation of socialist construction, the innovation of social management is a major strategic decision of the Party Central Committee in the new stage. Under the new situation, China's social management presents some new features and new problems. The grass-roots level is the first line in the maintenance of social stability. It is the important link between the party and the society, and it is the new requirement of the social management innovation. It is the basic organization of the Party to give full play to the more orderly and stable social management. The fundamental premise of development. At the grass-roots level, Party organizations must improve their ideological consciousness, and lead to the urgency of promoting the innovation of the grass-roots social management, and understand the people's livelihood and the people's livelihood of the grass-roots society, give full play to the experience and advantages of the grass-roots party building, and strive to become the leader and the driver of the grass-roots social management. The coordinator and the guarantor shall realize the social management of the grass-roots level in the course of the interests of all the parties. This article is in this context. The fifth chapter is to explore the path of the party's grass-roots organization's role in social management, first to change the leadership concept and to strengthen the service consciousness. To promote the service consciousness of the grass-roots party organizations in close contact with the masses and to realize the interests of the masses; and secondly, to clarify the management focus and to optimize the management content. In order to make a thorough understanding of the masses, make clear management focus, we should base on the reality of the masses, and constantly optimize the service content; once again, strengthen the management ability and improve the management mode.
