依规治党与以德治党相结合研究

【摘要】：十九大报告指出,坚持党要管党、全面从严治党。而"全面从严治党"则要求依规治党与以德治党相结合。依规治党是依法治国在党的建设方面的要求与体现,而以德治党则是以德治国在党的建设方面的要求与体现。依规治党与以德治党相结合是道德与党内法规关系的必然要求,是践行依法治国与以德治国相结合的客观需要,是全面从严治党的应然之义,是形成反腐保障机制的客观选择。在依规治党与以德治党相结合的过程中,需要准确把握党内法规与道德之间的关系,不能无限度地拔高党内法规的道德底线。在二者结合的路径上,需要利用党内法规建设推进以德治党,也需要利用道德建设优化依规治党的环境。
[Abstract]:The report of the 19th CPC National Congress pointed out that the Party must govern the Party and strictly govern the Party in an all-round way. On the other hand, "all-round and strict administration of the Party" requires the combination of governing the Party according to the rules and ruling the Party by virtue. Ruling the Party according to the rule of law is the requirement and embodiment of the construction of the Party according to the law, while ruling the Party by virtue is the requirement and embodiment of the construction of the Party by virtue. The combination of ruling the Party according to rules and ruling by virtue is the inevitable requirement of the relationship between morality and the inner-party laws and regulations, is the objective need of combining the rule of law with the rule of morality, the meaning of ruling the party strictly and comprehensively, and the objective choice to form an anti-corruption safeguard mechanism. In the process of the combination of ruling the Party according to regulations and ruling by virtue, it is necessary to grasp the relationship between the inner-party laws and the morality accurately, and the moral bottom line of the inner-party laws and regulations cannot be exalted indefinitely. In the way of the combination of the two, it is necessary to make use of the inner-party laws and regulations to promote the ruling of the party by virtue, and to optimize the environment of governing the party according to the rules by using moral construction.
