改革开放以来中国共产党的诚信建设研究

【摘要】：诚信是中华民族血脉之中历久弥新的道德范畴,是整体性视阈下马克思主义思想理论体系不可或缺的重要价值理念,是标识中国共产党政党伦理和政党形象的核心道德元素。诚信作为基本道德观念,内嵌于中国共产党实事求是、求真务实的政党文化之中,贯穿于中国共产党领导革命、建设和改革实践的全过程,是中国共产党塑造并生成组织内聚力和社会公信力的伦理诉求和道德映现。改革开放以来,中国共产党的政党伦理在经历了“文化大革命”后急需重新建构,加强中国共产党组织诚信建设并重塑政治诚信的良好形象是新的时代提出的重大战略性课题。因此,诚信作为中国共产党理论话语体系的重要话语资源日益成为党代会报告文稿中的高频词。目前学术界对诚信的研究主要集中在对诚信基本理论、中国古代和西方诚信思想以及社会具体生活领域进行理论层面、微观层面和实证层面的研究,而对改革开放以来中国共产党诚信建设理论与实践的研究刚刚起步,整体而系统性的研究成果尚属少见。有鉴于此,本文以马克思主义基本原理为指导,以改革开放为时代背景,以中国共产党诚信建设理论与实践为中心问题,力求较为系统深入地研究其思想基础、时代环境、建设历程、价值理念、建设方略、基本经验等一系列基本问题,以期为当前包括党员干部诚信建设在内的中国共产党组织诚信建设提供有益的借鉴和参考。全文包括导论、正文、结语三个部分。其中,导论部分主要说明本文的选题意义、目前学术界的研究现状、研究思路与研究方法、研究的重点难点以及可能的创新点,为论文的全面展开奠定基础。在具体章节结构安排上,全文共分为七章。第一章,中国共产党诚信思想的溯源。在探究诚信的含义与特征、功能与评价以及相关概念辨析等基本理论的基础上,对党的诚信思想进行追根溯源,认为中国传统文化中的诚信思想是党的诚信思想的文化基因,马克思主义诚信思想是党的诚信思想的理论基石,早期中国共产党人的诚信意识是党的诚信思想的基础,而毛泽东的诚信思想则是中国共产党诚信理论的奠基之作。这些思想素材,是改革开放以来中国共产党加强党的诚信建设的重要思想理论基础。第二章,改革开放以来中国共产党诚信建设的环境考量。改革开放以来,就国内而言,中国共产党党员干部队伍和地方党组织诚信伦理生成的经济体制、组织态势、道德理念均发生了重大变化;就国际而言,党面临的国际政治环境由于社会主义国家和其他国家及地区政党政局动荡而更加复杂；中国共产党的诚信建设以反思历史、审视现实为契机,扎根于现实中国社会的诚信场景图式之中。第三章,改革开放以来中国共产党诚信建设的历史进程。从历史发展进程来看,改革开放以来伴随着中国共产党中央领导集体的有序化更替,中国共产党的诚信建设在宏观视阈中经历了四个基本阶段,即起步阶段、推进阶段、拓展阶段和深化阶段,不断解决影响组织诚信的一系列核心基本问题。第四章,改革开放以来中国共产党诚信价值观的理论架构。就诚信价值观的基本构成而言,包括价值意义、价值主体、价值理念、评价体系四个方面。改革开放新时期开启以来,加强党的诚信建设对于党员健康人格、和谐党内生活、塑造政治形象、促进经济发展、营造社会风气等具有重要的价值意义。党的诚信道德行为主体包括作为个体、群体、整体意义的诚信道德行为主体以及党的媒体。党的诚信价值理念内容丰富,主要包括思想理论、制度价值、政策执行、执政效能、执政方式、政治人格等基本方面。从完善评价标准与要素、评价主体与途径等方面建构了党员干部队伍和地方党组织的诚信评价体系。第五章,改革开放以来中国共产党的诚信建设方略。党内诚信建设是一项系统而复杂的工程。文章从现状和原因两个方面,分析了改革开放以来党内诚信缺失的现实样态；较为全面地归纳了这一时期我们党坚持马克思主义诚信思想与党内诚信建设实际相结合、重点治理与全面治理相结合、惩治失信与预防失信相结合、党内失信治理与社会失信治理相结合的诚信建设原则；详细探讨了我们党从党与社会互动的视角坚持多措并举系统推进党员干部队伍和地方党组织诚信建设的具体措施；系统研究了党内诚信建设的价值认知机制、行为激励机制、监督约束机制和运行保障机制。第六章,改革开放以来中国共产党诚信建设的基本经验。紧紧围绕党员干部队伍和地方党组织诚信道德生成的认识前提、价值依据、实践环节、情感依托、理性探索等关键要素,将党的诚信建设的基本经验归纳为坚持思想教育、人民利益、调查研究、人文关怀、制度设计五个方面。第七章,当代新境遇下中国共产党诚信建设的现实思考。这是文章的落脚点。从时代、空间、范畴三位一体的视野分析当代中国社会境遇及其诚信伦理境遇,在此基础上阐明当代中国共产党诚信建设的价值指向,并探寻当代中国共产党深入推进组织诚信建设的有效实践路径。
