【摘要】：当前我国面临着资源消耗严重、生态环境破坏、自然系统逐渐退化的严峻形势,针对自然状况的紧迫性要求,唯有树立尊重自然价值、顺应自然规律、保护自然环境的生态文明理念,将生态文明建设置于我国各种领域建设当中的首要位置,才能够实现建设美丽中国,中华民族永续发展的最终理想。因此,要实现党的十八大当中所提及的目标,政府作为组织和协调环境保护工作的重要力量必需发挥出更积极、更有效的作用。然而,目前我国的客观现状是政府环境道德责任的履行过程存在严重缺陷和不足,时常陷入道德困境,政府在环护领域针对污染破坏现状展开的环境保护工作乏善可陈。我国政府环境道德责任的道德困境主要表现为“本国区域间的利益冲突”、“政府环境作为的利益冲突”、“民众利益与政府绩效的冲突”三个方面;而造成这样困境的原因主要在于“政府受传统价值理念影响较大”、“相关环境法律法规不完善”“政府职员保护环境的义务及公德意识普遍缺失”、“政府内部伦理制度不健全”、“政府环境道德的执行力薄弱”、“社会公众的参与监督不够”等方面。因此,政府对于其环境道德责任的履行是否到位对于我国的环境保护事业的发展十分关键,反之就会形成严重的阻碍。生态文明作为继物质文明、精神文明、政治文明后产出的新型的、科学的、先进的文明形态,对于引导政府完善自身环境道德责任具有十分重要的参考价值及借鉴意义。本文基于生态文明的视域对我国政府现行的环境道德责任缺陷进行了分析,提出了通过“树立生态生态经济人理念”、“提高政府人员的环境道德素质”、“健全政府内部伦理制度”、以及“完善环境法律法规,修正和监督环境执法”、“建立健全环保补偿和激励机制”、“公众树立生态文明观,强化自身环境道德责任意识”等途径来针对目前政府环境道德责任的缺陷进行纠正及完善,以此来加强政府的环境道德任。期望我国环境保护工作的进一步发展能够通过这些途径来得以实现。
[Abstract]:At present, our country is faced with the severe situation of serious consumption of resources, destruction of ecological environment and gradual degradation of natural system. In view of the urgent requirements of the natural situation, we can only establish respect for the value of nature and conform to the law of nature. The idea of protecting the natural environment and putting the construction of ecological civilization at the top of the construction in various fields of our country can realize the ultimate ideal of building a beautiful China and the sustainable development of the Chinese nation. To achieve the goals mentioned in the 18 Party Congress, the government, as an important force in organizing and coordinating environmental protection, must play a more active and effective role. At present, the objective situation of our country is that there are serious defects and deficiencies in the process of fulfilling the environmental moral responsibility of the government, and they often fall into a moral dilemma. The environmental protection work carried out by the government in the field of environmental protection is not good enough. The moral dilemma of our government's environmental moral responsibility is mainly "the conflict of interests between the regions of our country". "conflict of interests of government environment" and "conflict of public interest and government performance"; The main reasons for this dilemma are that "the government is greatly influenced by the traditional value concept", "the relevant environmental laws and regulations are not perfect", "the duty of government staff to protect the environment and the consciousness of public morality are generally lacking". "the internal ethical system of the government is not perfect", "the executive power of the environmental morality of the government is weak", "the participation of the public in society is not enough" and so on. Whether the government should fulfill its environmental moral responsibility is very critical to the development of environmental protection in China, otherwise it will form a serious hindrance. Ecological civilization as a successor to material civilization, spiritual civilization. A new, scientific, advanced form of civilization after political civilization. For guiding the government to improve its own environmental moral responsibility has very important reference value and reference significance. Based on the perspective of ecological civilization, this paper analyzes the defects of our government's current environmental moral responsibility. This paper puts forward that "establishing the concept of eco-economic man", "improving the environmental moral quality of government personnel", "perfecting the internal ethical system of government", and "perfecting environmental laws and regulations". We will revise and supervise environmental law enforcement "," establish and improve the compensation and incentive mechanism for environmental protection, "and" the public will establish an ecological civilization. Strengthen one's own sense of environmental moral responsibility "and other ways to correct and improve the defects of the current environmental moral responsibility of the government." It is hoped that the further development of environmental protection in China can be realized through these ways.
