雾霾污染的环境伦理审视

【摘要】：生态环境是人类生存与发展的基础,人类非生态性的活动方式是产生众多环境问题的根源,雾霾污染也不例外。雾霾污染是经济发展过程中出现的环境问题,不仅危害人类自身,也阻碍社会的可持续发展。环境伦理以人与自然的和谐共生为基点,调节人与环境的关系,基于这种认识,本文从环境伦理视角,吸纳中西方环境伦理智慧,以马克思主义生态伦理观为指导,以期得出指导雾霾污染研究的有益启示。本文以雾霾污染问题为切入点,以人类的利己心为出发点,将雾霾污染问题聚焦在人与人的利益关系上,围绕雾霾污染涉及的伦理关系,整理出雾霾污染背后多维度利益关系——人与人的关系,企业与利益相关者之间的关系,地区、国家与人类整体等多重利益关系,得出人类自身利益矛盾是雾霾污染出现的深层根源,借此反思人与自然伦理关系,审视人类处理环境利益关系的价值取向。通过研究分析,雾霾污染的形成机理主要体现为:政府治理缺少生态伦理关怀,企业生产缺少生态伦理规范,公民消费缺少生态伦理约束。产生这些问题的根源是人们的环境利益观偏颇导致的人与人关系的异化、人与自然的利益失调,具体变现为生态文明教育不到位,经济模式不生态,消费方式不绿色,环境责任意识不清晰。在解决雾霾问题的路径选择上,提出了生态伦理与雾霾治理相结合的路径选择,破除传统的利己思维模式,调整各方利益关系,具体途径可以从以下四个方面着手:重视经济发展与环境保护并举,确立绿色科学的环境伦理理念;构建生态型经济发展模式,倡导循环经济,呼吁绿色消费,发展生态经济;强化雾霾治理主体的责任,政府应发挥综合治理能力,企业应推进绿色循环生产技术,公众应践行低碳生活方式。因此,只有遵循生态伦理理念,摆脱人与自然、人与人相分离的形态,统筹人与自然、人与人的和谐发展,提升解决雾霾污染的伦理意识高度,树立科学的自然生态观与经济发展观,才能实现雾霾污染问题的根本转变,实现环境与社会的可持续发展。
[Abstract]:Ecological environment is the basis of human survival and development. The non-ecological mode of human activity is the source of many environmental problems, and haze pollution is no exception. Haze pollution is an environmental problem in the process of economic development. It not only endangers human beings, but also hinders the sustainable development of society. Based on the harmonious symbiosis between man and nature, environmental ethics regulates the relationship between human beings and environment. In order to draw in the wisdom of environmental ethics in China and the West, and take Marxist ecological ethics as the guide, the author hopes to obtain the beneficial enlightenment to guide the study of haze pollution. This paper takes the problem of haze pollution as the starting point and the self-interest of human beings as the starting point. The problem of haze pollution is focused on the relationship between people and people, and the ethical relationship involved in haze pollution is put forward, and the multi-dimensional relationship of interests behind haze pollution is sorted out, which is the relationship between people and people, the relationship between enterprises and stakeholders, and the region. This paper concludes that the contradiction of human own interests is the deep source of haze pollution, which reflects on the ethical relationship between man and nature, and examines the value orientation of human being's dealing with the relationship of environmental interest. The formation mechanism of haze pollution is mainly reflected as follows: government administration lacks ecological ethics care, enterprise production lacks ecological ethics standard, The causes of these problems are the alienation of the relationship between people and people, the imbalance of interests between man and nature, and the lack of ecological civilization education. The economic model is not ecological, the consumption mode is not green, and the consciousness of environmental responsibility is not clear. In order to solve the problem of haze, this paper puts forward the path choice which combines ecological ethics with haze governance, and breaks down the traditional thinking mode of self-interest. To adjust the interests of all parties, the specific ways can be taken from the following four aspects: attaching importance to the simultaneous development of economic development and environmental protection, establishing the environmental ethics concept of green science, constructing the ecological economic development model, advocating circular economy, To call for green consumption, to develop ecological economy, to strengthen the responsibility of the main body of haze governance, the government should give full play to the ability of comprehensive management, the enterprises should promote green cycle production technology, and the public should practice the low-carbon life style. Only by following the concept of ecological ethics, getting rid of the form of separation between man and nature, separating man from man, coordinating the harmonious development of man and nature, promoting the ethical consciousness of solving haze pollution, and setting up a scientific view of natural ecology and economic development view, In order to realize the fundamental change of haze pollution problem and realize the sustainable development of environment and society.
