大数据时代我国信息伦理问题研究

【摘要】：随着网络技术的迅速发展和广泛应用,互联网不断改变人们的日常生活,人们可以通过互联网迅速获取世界各地的信息,地域距离、人际距离都大为缩小,整个世界成为名副其实的地球村。但是在这个网络技术高速发展的社会,数据爆炸所引起的伦理问题也日益突出,伴随大数据时代的发展,带有网络特征问题和事件的发生给人类社会带来新的伦理道德观念挑战,既困扰着现实社会的人们,也考验着虚拟世界的规则。这些新型的伦理问题与现实生活中的每个人都息息相关,对一些恶性事件如何整治,如何让网络社会健康发展,是我们亟待研究解决的问题。本文采用文献资料法、逻辑分析法、定性分析、归纳演绎等研究方法,从逻辑分析的角度出发,以大数据时代网络信息伦理的具体问题为切入点,对大数据时代信息问题与伦理的冲突进行全面阐释,以大量的新闻报道为事实依据,对大数据时代信息伦理问题进行深入的分析,以寻求解决策略。根据对大量案例的分析,本文认为大数据时代我国信息伦理问题主要表现在以下几个方面:信息捏造和泛滥、人肉搜索和网络暴力、大数据的信息分配不公与产权不明、数字鸿沟和语言霸权等。通过分析笔者认为引起这些问题的原因主要包括:大数据的先天缺陷与虚拟人格异变、制度失位、信息化时代道德失范的收益高、成本低等。为了应对大数据时代信息伦理问题,构筑新时代信息伦理道德体系,在针对现有大数据伦理道德问题的基础上。本文提出以下对策与建议:一、宣传教育方面的构建。加强学校网络伦理教育,增强安全意识,提高自我保护能力,倡导行业自律,建立共同监督平台,倡导公开透明的网络环境;二、法律方面进行构建。健全关于网络行为的立法,依法追究违法人员的责任,建立完善的追责机制;三、技术方面的构建。专业人员要提高技术水平,开发新的安全技术。普通人员提高技术水平,学会使用常用的网络安全工具。
[Abstract]:With the rapid development and wide application of network technology, the Internet is constantly changing people's daily life. People can quickly obtain information from all over the world through the Internet. The whole world has become a truly global village. However, in this society with the rapid development of network technology, the ethical problems caused by the data explosion have become increasingly prominent, with the development of big data's time. The emergence of problems and events with network characteristics brings new ethical and moral challenges to human society, which not only puzzles people in real society, but also tests the rules of virtual world. These new ethical problems are closely related to everyone in real life. How to deal with some malignant events and how to make the network society develop healthily is an urgent problem that we need to study and solve. This paper adopts the methods of literature, logic analysis, qualitative analysis, inductive deduction and so on. From the angle of logic analysis, the paper takes the specific problems of network information ethics in big data's time as the breakthrough point. This paper comprehensively explains the conflict between information problems and ethics in big data's time, and analyzes the information ethics problems in the age of big data on the basis of a large number of news reports, in order to find out the solutions to them. Based on the analysis of a large number of cases, this paper holds that the problems of information ethics in big data era are mainly manifested in the following aspects: information fabrication and flooding, human flesh search and network violence, unfair distribution of information and unclear property rights of big data. Digital divide and linguistic hegemony. The author thinks that the causes of these problems include: big data's congenital defects and virtual personality change, the system loss, the high benefit of moral anomie in the information age, low cost and so on. In order to deal with the information ethics in big data era and construct the information ethics system in the new era, it is based on the existing big data ethics. This paper puts forward the following countermeasures and suggestions: first, the construction of propaganda and education. Strengthen school network ethics education, enhance safety consciousness, improve self-protection ability, advocate industry self-discipline, establish common supervision platform, advocate open and transparent network environment; second, construct legal aspect. Improve the legislation on network behavior, investigate the responsibility of illegal personnel according to law, establish a perfect accountability mechanism; third, the construction of technical aspects. Professionals should improve their technical level and develop new safety technologies. Ordinary people improve their technical level and learn to use common network security tools.
