自律与他律——特色小镇建设的伦理治理及现代转型

【摘要】：在地方发展与治理中,政府政策的干预属于他律,与此形成重要补充的是以内生伦理为治理途径的自律。伦理治理的价值理念、主体伦理、关系伦理和制度伦理源于内生伦理约束,并经历着深刻的转型和变迁。以伦理治理对特色小镇建设进行自律性审视,发现汲取型、管控型、动员型和功利型治理方式依然处于主导地位。促进特色小镇的可持续发展,需要内生伦理自律与外来治理他律的良善结合。按照"元伦理"的伦理审视与伦理批判,基于乡镇基层政府、原住民和外来资本的社会契约,特色小镇的伦理治理应实现从"汲取"到"服务"、从"管控"到"共治"、从"动员"到"回应"、从"功利"到"公益"的现代转型。
[Abstract]:In the process of local development and governance, the intervention of government policy belongs to the heteronomy, with which an important supplement is the self-discipline which regards endogenous ethics as the way of governance. The value concept, subject ethics, relationship ethics and institutional ethics of ethical governance are derived from endogenous ethical constraints and undergo profound transformation and changes. The self-discipline of the construction of the characteristic town is examined with ethical governance, and it is found that the governance mode of absorption, control, mobilization and utilitarian is still in the leading position. In order to promote the sustainable development of small towns with special characteristics, it is necessary to combine endogenous ethical self-discipline with external governance. According to the ethical examination and criticism of "meta-ethics", based on the social contract of township grass-roots government, aboriginal people and foreign capital, the ethical governance of characteristic town should be realized from "drawing" to "service", from "control" to "co-governance". From mobilization to response, from utilitarian to commonweal.
