贫富分化问题的伦理学分析

【摘要】：我国当前的贫富分化现象是一种"社会恶",其不仅在现实层面影响社会稳定和社会秩序,在社会发展目标上阻碍和谐社会建设,而且在心理层面影响人的幸福感知,从精神层面动摇国家和民族的伦理基础,具有极大的危害性。从伦理学视角看,其形成原因一是制度设计内蕴的伦理缺陷所致,如城乡二元户籍制度衍生出贫富差距,政策倾斜造成地区之间、居民之间贫富差距拉大,行政性行业垄断导致分配不公,社会保障制度的伦理缺失使得反贫困乏力等;二是非制度性因素的道德失范,如权力腐败和非法致富,贫困亚文化的道德惰性等。消除我国贫富分化现象应注重制度伦理建设,匡扶社会正义;秉持"善治"理念,维护社会公平;培养贫困群体积极的自我体验,引导其主动增权。
[Abstract]:The current polarization between rich and poor in our country is a kind of "social evil", which not only affects social stability and social order at the realistic level, hinders the construction of a harmonious society on the goal of social development, but also affects people's perception of happiness at the psychological level. It is very harmful to shake the ethical foundation of the country and nation from the spiritual level. From the perspective of ethics, the first reason is the ethical defects in the system design, such as the urban-rural dual household registration system derived from the gap between the rich and the poor, the policy tilt between regions, and the widening gap between the rich and the poor among the residents. The monopoly of administrative industry leads to unfair distribution, and the lack of ethics of social security system leads to the lack of anti-poverty and so on. Second, non-institutional factors such as power corruption and illegal enrichment, poor sub-culture of moral inertia and so on. To eliminate the polarization between the rich and the poor in China, we should pay attention to the construction of institutional ethics, support social justice, uphold the concept of "good governance", safeguard social equity, cultivate the positive self-experience of poor groups, and guide them to actively increase their power.
