信息化战争视阈下武器“慈化”愿景的实践困境

【摘要】：以精确制导武器与非致命武器为代表的信息化武器装备,提升了作战目标的区分性、作战手段的可控性以及作战结果的可预期性,为信息化战争勾绘出符合人道主义精神的"慈化"愿景。然而,在实践过程中,这一"慈化"愿景不仅面临诸多技术方面的瓶颈,而且也引发了道德层面的困境,在作战目标的区分环境方面体现为现实与虚拟的两难困境,在作战手段的运用方面体现为致命与致伤的两难困境,在作战结果的预测方面体现为已知与未知的两难困境。
[Abstract]:The information-based weapons and equipment represented by precision guided weapons and non-lethal weapons have promoted the distinction of combat targets, the controllability of combat means, and the predictability of combat results. Outline the vision of "mercy" in accordance with the humanitarianism spirit for information-based warfare. However, in the process of practice, this "benevolent" vision not only faces many technical bottlenecks, but also leads to the moral dilemma, which is reflected in the dilemma between reality and virtual reality in terms of distinguishing the environment of combat objectives. The use of combat means is a dilemma between fatality and injury, and the prediction of combat results is a dilemma between known and unknown.
