公有制:生态问题解决的制度论析

【摘要】：生态问题是全球面临的共同挑战。生态问题实质上是人与人不平等关系的自然反映。生态问题之所以难以解决,与生态系统的整体性和公共属性有密切关系。西方生态马克思主义者明确指出私有制是生态问题形成的根源,但他们仍主张在不改变私有制情况下发挥市场配置的作用,通过生态权益的保护解决生态问题。公有制实现了人们对生态资源占有的平等关系,排除了凭借对资本的占有无偿地占有生态资源的可能,为解决生态问题提供了制度保障,社会主义公有制与政府职能的转变,为克服外部不经济行为提供了组织保障,而对生态规律的认识,遵循自然客观规律,为解决生态问题提供了条件保障。
[Abstract]:Ecological problems are a common challenge facing the world. In essence, ecological problems are the natural reflection of the unequal relationship between people. The reason why ecological problems are difficult to solve is closely related to the integrity and public attributes of ecosystems. Western ecological Marxism clearly points out that private ownership is the root of ecological problems, but they still advocate the role of market allocation without changing private ownership, and solve ecological problems through the protection of ecological rights and interests. Public ownership has realized the equal relationship between people's possession of ecological resources, ruled out the possibility of occupying ecological resources free of charge by virtue of the possession of capital, and provided institutional protection for solving ecological problems, and the transformation of socialist public ownership and government functions. In order to overcome the external uneconomic behavior, it provides the organizational guarantee, and the understanding of the ecological law follows the natural and objective law, and provides the conditional guarantee for solving the ecological problem.
