新时期公安边防部队战士思想工作方法探究

【摘要】： 本文属于思想政治教育研究范畴。笔者以自身多年来在公安边防部队从事文化教育工作积累的经验从发,从新时期公安边防部队战士的思想走势及特点,易出现的各类思想问题、产生原因,以及如何采取好对策三方面出发,力求对新时期公安边防部队战士的思想政治工作有一个较为全面的研究和论述。并希望籍此抛砖引玉,求教于方家。党的十六大指出:要“加强思想政治建设”,“始终把思想政治建设摆在军队各项建设的道首位,永葆人民军队的性质、本色和作风。”公安边防部队作为中央军委下属的,由公安部直接领导的武装警察力量,探索新时期部队经常性思想工作,改进思想工作方法是建设好这支队伍的重要途径,是党和人民的要求,是带好队伍,履行好职责的内在机制。思想工作是我军和公安边防部队的“生命线”,是针对部队基层战士进行的思想教育和疏导的一项最基本的工作制度,是我军和公安边防部队克敌制胜的三大法宝之一。思想工作能不能做好,直接关系到部队的稳定和战斗力的生成。公安系统管辖的武警边防部队是一支具有军事性和地方性双重属性的特殊部队,和平时期,做好公安系统武警边防部队的思想工作,对于充分发挥职能作用,维护社会稳定,有着不可替代的重要作用。 80年代初,公安边防部队从武警序列分离出来,成为一支独立的武装力量,由公安部直接领导。通过20多年来的摸索,逐渐形成了具有公安边防部队特点的思想工作有效载体,为保卫国家边境地区社会稳定和边防安全做出了巨大贡献。当然,这20多年里,公安边防部队官兵也不断受到改革开放、市场经济、西方思潮的影响,战士思想受到的冲击要比解放军、武警部队大,思想工作的方法因此出现了大的差异。但近年,随着公安边防部队体制的调整,特别是吉林、云南、辽宁等省份防卫任务移交解放军后,公安边防部队的职能发生了一些变化,队伍思想上呈现了一些新特点,给思想工作方法提出了新要求。新时期公安边防战士的思想走势主要有三方面特点:一是从整体比较看,呈现出“五个差异”的特点,即成长环境的差异、文化素质的差异、、接受能力的差异、心理承压的差异、专长爱好的差异。二是从个性分析看,具有“五化”的倾向,即思想观念弹性化、社会经历多样化、是交际关系复杂化、感情背景多样化、法律意识低层化。三是从个体要求看,集中表现为“五个强烈”,即自我全面得到发展的要求强烈、对和谐的内部关系、放松的精神生活的要求强烈、对树立良好的自我形象、人格尊严的要求强烈、对尊重人权,体现民主的要求强烈、对通过刻苦努力,实现个人愿望的要求强烈。本部分笔者力求通过深人调查研究,切实掌握公安边防战士的思想状况,及时发现问题,这是做好经常性思想工作的重要前提和基础。如果情况不明,就难以避免盲目性。掌握情况要熟悉全体官兵的基本情况,对他们的个性特点、兴趣爱好、经历特长、身体状况、家庭状况、社会关系等基本情况和文化修养、思想水平、认识能力、道德情操、法纪观念、服役态度等相对稳定的思想素质状况要了如指掌,做到心中有数,为开展思想工作积累素材。当前公安边防战士队伍易出现的消极倾向主要有四个方面:积极性受挫,影响部队士气;不良习气滋长,影响部队作风;压力过大,应对不当,影响部队战斗力;目无法纪,违法违纪,损害部队形象。根据掌握的思想情况和发现的问题,进行一番去粗取精、由表及里的分析,从而得出正确的结论,这是做好经常性思想工作的关键一环。面对公安边防战士在思想上日益突出的问题,笔者认为要解决公安边防部队多年来困扰思想工作者的“老办法不管用、硬办法不敢用、土办法不让用、新办法不会用”的问题,首先一定要搞清所属部队官兵当前具有什么样的特点,了解和掌握形成和影响思想的因素,各种因素之间是什么样的关系,谁轻谁重,谁主谁次,是综合症还是单一问题,这些特点将会产生什么样的消极影响,要重点抓好以下几个环节:(一)加强政治引导,锻造优秀品质,把确保部队“不变质”作为经常性思想工作的首要任务;把确保官兵经受得住各种考验作为经常性思想工作的重要课题;把“三特精神”作为经常性思想工作的重要内容。(二)抓住关键环节,解决突出问题。(三)着眼隐患,转化后进人员。(四)建设过硬的思想工作者队伍。(五)抓住时机,掌握技巧。(六)掌握运用好表扬和批评的艺术。总之,做好新时期公安边防部队战士的思想工作不是哪一种方法能够一剂见效,或包治百病或百用百灵的,官兵的思想问题的形成是一个复杂的、长期、变化的过程,只有多管齐下,多措并举,配套使用才能奏效,也才能够引导、教育和培养出一支思想稳定、意志坚定,战斗力强的边防卫士队伍。
[Abstract]:This article belongs to the research category of Ideological and political education. The author took the experience in the cultural and educational work of the public security border troops for many years from its own experience, from the ideological trend and characteristics of the soldiers of the frontier defense forces in the new period, the various kinds of ideological problems, the causes, and how to take good countermeasures to the new time. The ideological and political work of the public security frontier guards has a comprehensive study and discussion.
The sixteen major party points out: "strengthen ideological and political construction", "always put ideological and political construction in the first place of the military construction, keep the character, nature and style of the people's army," as a subordinate of the Central Military Commission, the armed police force directly led by the Ministry of public security to explore the regular thought of the troops in the new period. Improving the way of thinking and working is an important way to build this team. It is the requirement of the party and the people. It is the internal mechanism of carrying out the good team and performing the duties well.
Ideological work is the "lifeline" of our army and the border guards of the public security forces. It is one of the most basic working systems for ideological education and guidance for soldiers at the grass-roots level of the army. It is one of the three great magic weapons for our army and the frontier defense forces to conquer the enemy. The armed police border troops under the jurisdiction of the security system are a special force with dual attributes of military and local nature. In the period of peace, it is important to do the ideological work of the armed police frontier forces of the public security system. It has an irreplaceable and irreplaceable role for the full play of the function and the maintenance of social stability.
In the early 80s, the public security border troops separated from the armed police sequence and became an independent armed force and led directly by the Ministry of public security. Through more than 20 years' exploration, the public security forces have gradually formed an effective carrier of ideological work with the characteristics of the public security border troops, and made great contributions to protect the social stability and border security in the border areas of the country. In the past 20 years, the officers and men of the border guards of the public security have also been affected by the reform and opening up, the market economy and the western trend of thought. The impact of the soldiers' thought has been greatly different than that of the PLA, the armed police force and the ideological work. However, in recent years, with the adjustment of the system of the public security border troops, especially in Jilin, Yunnan, Liaoning and other provinces. After the transfer of the defense task to the Liberation Army, some changes have taken place in the functions of the public security frontier forces. Some new features have been presented in the minds of the team and new requirements for the methods of ideological work have been put forward.
There are three main characteristics of the ideological trend of the public security frontier soldiers in the new period. First, from the overall comparison, there are five differences, that is, the differences in the growth environment, the differences in cultural quality, the difference in the ability to accept, the difference in the psychological pressure, and the differences in the interests of the specialties. Two is the tendency of "five chemicals" from the personality analysis. The flexibility of ideas and the diversity of social experience, the complexity of communication relations, the diversity of emotional background, and the low level of legal consciousness. Three, from the individual requirements, the concentrated expression is "five strong", that is, the requirements of the self comprehensive development are strong, the internal relations of the harmony, the relaxation of the spiritual life are strong, and the good self is set up. My image, the strong demand for personal dignity, strong demand for respect for human rights and democracy, strong demands for hard work and Realization of personal aspirations. This part of the author strives to grasp the ideological situation of the public security frontier soldiers through deep investigation and research, and to present problems in time, which is an important prerequisite for the regular ideological work. If the situation is unknown, it is difficult to avoid blindness. To master the situation, be familiar with the basic situation of all the officers and soldiers, to their personality characteristics, interests and hobbies, to experience the basic situation and cultural accomplishment, the level of the body, the family condition, the social relations, the ideological level, the understanding, the moral sentiment, the concept of law and service, the attitude of service and so on. We must have a clear idea of the quality of our thinking and make sure that we have a good idea and accumulate material for developing ideological work.
At present, there are four main negative tendencies of the public security frontier soldiers. They are mainly frustrated by their enthusiasm, affecting the morale of the troops, the bad habits are growing and the style of the army is affected; the pressure is too large and the response to the troops is unsuitable; it is lawless, illegal and unlawful, and damages the image of the troops. It is a key link in doing regular ideological work to get the right conclusion from the analysis of the exterior and the interior.
In the face of the increasingly prominent ideological problems of the border guards, I think it is necessary to solve the problem that the "old methods are not used, the hard methods are not used, the soil methods are not used and the new methods will not be used". And mastering the factors that form and influence the thought, what is the relationship between the various factors, who is less important, who is the main person, the syndrome or the single problem, and what kind of negative effects these characteristics will have, and should focus on the following links: (I) strengthening political guidance, forging excellent quality, and ensuring that the troops "do not deteriorate" as a result. The primary task of the regular ideological work; to ensure the officers and men to withstand all kinds of tests as an important subject of the regular ideological work; the "three special spirit" as an important content of the regular ideological work. (two) grasp the key links and solve the outstanding problems. (three) focus on the hidden problems and transform the backward personnel. (four) to build up the excellent ideological workers. Team. (five) seize the opportunity and master skills. (six) master the art of using praise and criticism.
In a word, the ideological work of the soldiers of the public security border guards in the new period is not an effective method, or the treatment of all kinds of diseases or hundreds of souls. The formation of the ideological problems of the officers and soldiers is a complex, long-term and changing process. A team of border guards with stable thinking, strong will and strong fighting capacity.
