公安组织中非正式群体的研究

【摘要】：不经官方规定,既没有正式结构,也不由组织确定的联盟广泛存在于整个人类社会,是一种非常普遍的现象。所谓“物以类聚,人以群分”从某种意义上讲就是这个道理。究其起源,大致可追溯到原始人类的时代,而非正式群体这一概念却是现代管理学界相对应于正式群体提出来的。公安机关作为国家暴力机关、人民专政的机构,为维护社会稳定、保护人民、打击犯罪、保障社会经济繁荣发展,肩负着重要责任。法律赋予了公安机关多种特权,以保证公安机关执法顺利进行。同时,公安机关作为一个组织,其内部也划分为不同的利益群体,不同的利益群体导致大量的非正式群体的产生:如以毕业母校为交往纽带的校友群体,地缘情感为交往纽带的同乡群体,以体育、文艺爱好等趣缘为契由自发组成的文体群体,以业缘关系形成的生活习惯相近、感情利益相似的战友群体,因出现紧急案件,以某专案侦破为机缘形成的有相同经历的同事群体等。非正式群体对组织的影响具有双重性,积极的非正式群体不仅顺应而且会推动组织目标的实现,而消极型的非正式群体会严重阻碍组织目标的实现。因此,本文试图通过对公安组织中非正式群体的产生原因、表现类型及特征进行研究,探讨非正式群体对公安组织的影响,从而寻求对公安组织中非正式群体行为进行规范的对策方法。
[Abstract]:It is a very common phenomenon that there is neither a formal structure nor an organized alliance which exists widely throughout human society without official regulations. The so-called, "the kind of thing, people in groups," in a sense is this truth. The origin of informal group can be traced back to the era of primitive human beings, but the concept of informal group is put forward by modern management circles corresponding to formal group. Public security organs, as state violent organs and organs of the people's dictatorship, shoulder important responsibilities for maintaining social stability, protecting the people, cracking down on crime, and ensuring the prosperity and development of social economy. The law gives various privileges to public security organs to ensure the smooth implementation of law enforcement by public security organs. At the same time, as an organization, the public security organs are also divided into different interest groups, different interest groups lead to the emergence of a large number of informal groups, such as alumni group, whose alma mater is the link of communication. Rural groups with geographical feelings as the link of communication, sports, literature and art interests and other interests as the cultural and cultural groups formed spontaneously, and comrades in arms who have similar habits of life and similar emotional interests as a result of urgent cases arising from the relationship between industry and industry. A group of coworkers with the same experience formed by a project detection. The influence of informal group on organization is duality. Positive informal group not only adapts but also promotes the realization of organizational goal, while negative informal group seriously hinders the realization of organizational goal. Therefore, this paper attempts to explore the influence of informal groups on public security organizations by studying the causes, types and characteristics of informal groups in public security organizations. In order to seek the public security organization informal group behavior to carry on the countermeasure method.
