昆明市社区警务工作居民满意度研究

【摘要】： 随着社会政治、经济的发展和社会变革的深入，打破了传统的旧有的社会格局，使得社会自我的约束力大大下降，导致了社会秩序的混乱。警务工作在经历了专业化、装备化与快速反应模式的阶段后，许多国家开始接受一种“无增长改善论”——社区警务理论。社区警务理论是一种通过警务工作，充分调动全社会的力量共同应对社会治安问题的一种社会大警务理论。我国从2000年开始进行社区警务的工作试点，许多城市和地区对此都进行了大量有益的研究和实践，然而这些社区警务的研究和实践大都是从警务工作自身出发，缺乏对服务对象的研究。提高群众对警务工作的满意和认同程度是社区警务成败的关键。因此，围绕居民满意度来进行社区警务工作的研究，具有重要的理论和现实意义。本文以昆明市社区居民作为实证研究对象，在社区警务理论和满意度相关理论等相关文献研究的基础上，从居民警务需求的角度出发，对当前昆明市警务实践状况和社区警务工作居民满意度进行了问卷调查，，利用SPSS统计软件分别进行均值分析、因子分析、方差分析、相关分析、回归分析等方法，对问卷数据进行处理，分析了居民的警务需求、警务工作质量维度及其与总体警务满意度的相关性，并将分析结果和警务现状进行对比，提出改进的对策建议。本文研究结论如下： 1、社区警务所倡导的是“防范为主”的警务工作思想是符合社区居民的需要的。 2、不同的社区居民对警务工作质量和警务总体满意度的评价有共性，我们可以利用这种共性提高社区居民的警务满意度水平。 3、警务工作质量的五个维度均与居民总体警务满意度显著正相关，五个警务工作质量的维度都能对居民的总体警务满意度产生影响，其影响效果从大到小依次为效果因子维度、存在因子维度、效率因子维度、素质因子维度、形象因子维度。 4、本文认为可以通过调整组织结构和组织制度来改变警务工作和警务需求之间的矛盾，实现警务总体满意度的最大化。
[Abstract]:With the development of social politics and economy and the deepening of social reform, the traditional social pattern has been broken, the binding force of social self has been greatly reduced, and the social order has been chaotic. After the police work experienced the stage of specialization, equipping and rapid reaction, many countries began to accept a kind of "no growth improvement theory"-community policing theory. Community policing theory is a kind of social policing theory which can fully mobilize the strength of the whole society to deal with the problem of social security through policing work. Since 2000, our country has carried out the pilot work of community policing, and many cities and regions have carried out a lot of beneficial research and practice. However, the research and practice of these community policing are mostly from the police work itself. Lack of research on clients. It is the key to the success or failure of community policing to improve the people's satisfaction and recognition of policing work. Therefore, it is of great theoretical and practical significance to study the community policing work around residents' satisfaction. This paper takes Kunming community residents as the empirical research object, based on the community policing theory and satisfaction theory and other related literature research, from the perspective of residents' police needs. The present situation of police service practice in Kunming and the satisfaction degree of residents in community policing work were investigated by means of SPSS software, such as mean analysis, factor analysis, variance analysis, correlation analysis, regression analysis and so on. This paper deals with the data of the questionnaire, analyzes the police demand of residents, the dimension of police work quality and its correlation with the overall police satisfaction, and compares the results with the present situation of policing, and puts forward some countermeasures and suggestions for improvement. The conclusions of this paper are as follows: 1. Community policing advocates the idea of "guard against" police work, which is in line with the needs of community residents. 2. The evaluation of the quality of police work and the overall satisfaction of police service among different community residents has a common character. We can make use of this commonness to improve the level of policing satisfaction of community residents. 3. The five dimensions of police work quality are significantly positively related to the overall police satisfaction of residents. The five dimensions of police work quality can affect the overall police satisfaction of residents, the effect of the impact from large to small is the effect factor dimension, the existence factor dimension, the efficiency factor dimension, the quality factor dimension, the existence factor dimension, the efficiency factor dimension, the quality factor dimension. This paper argues that the contradiction between policing work and police needs can be changed by adjusting the organizational structure and the organizational system, so as to maximize the overall satisfaction of the police.
