厦门市外来工未成年子女的犯罪问题研究

【摘要】： 近几年,经济发达地区外来工未成年子女的犯罪问题日益严峻,呈上升趋势。这对建设平安、和谐城市是非常不利的。厦门地处东南沿海,是我国最早设立的经济特区之一,经济相对较为发达。厦门同时拥有全国文明城市、国家卫生城市、中国十佳人居城市、国家园林城市、全国优秀旅游城市等众多荣誉。优越的地理位置和良好的社会环境,吸引着越来越多的外来工来厦门工作、学习和生活。然而随着厦门市外来工人口数量的不断攀升,他们在为城市建设和发展做出积极贡献的同时,也引发一系列的社会问题,尤其是外来工未成年子女的犯罪问题日渐突出,应该引起高度重视。本文主要以厦门市为例,以厦门市外来工未成年子女罪犯这一特殊群体为研究对象,在调研和个案访谈的基础上,着重阐述厦门市外来工未成年子女的犯罪情况、犯罪特点,并从社会学视角分析厦门市外来工未成年子女的犯罪原因,同时从解决“文化认同”和提供“准市民待遇”方面入手,有针对性地提出几项防控犯罪的对策建议。
[Abstract]:In recent years, the crime of minor children of migrant workers in developed regions is becoming more and more serious. This is very detrimental to the construction of a safe and harmonious city. Xiamen is one of the earliest special economic zones in China, and its economy is relatively developed. Xiamen also has many honors, such as national civilized city, national health city, Chinese top ten residential cities, national garden cities, national excellent tourist cities and so on. Superior geographical location and good social environment attract more and more foreign workers to work, study and live in Xiamen. However, with the increasing number of migrant workers in Xiamen, while they have made positive contributions to the urban construction and development, they have also caused a series of social problems, especially the crime of minor children of migrant workers. We should attach great importance to it. This paper takes Xiamen as an example, taking the special group of minor child criminals of migrant workers in Xiamen as the research object. On the basis of investigation and case interview, this paper focuses on the criminal situation and characteristics of the minor children of migrant workers in Xiamen. From the angle of sociology, this paper analyzes the causes of crimes committed by the minor children of migrant workers in Xiamen, and at the same time, from the aspects of solving "cultural identity" and providing "quasi-citizen treatment", puts forward several countermeasures and suggestions for preventing and controlling crimes.
