警察职业道德中存在的问题及教育对策探析

【摘要】：警察职业道德是警察在警务工作中必须遵守的行为准则，它是警察履行职责、密切警民关系、树立良好社会形象的必要保证。可是在现实中，警察违背职业道德的行为却时有发生，成为引起社会关注的、不容忽视的问题。因此，本文力图对警察的职业道德及其当前存在的问题与教育对策进行系统的分析研究。首先，从阐释警察职业道德概念入手，介绍警察职业道德的具体内容，重点分析警察职业道德的特点和意义。接着，以现实中的典型案例为代表，指出警察职业道德中存在的六个方面的突出问题：业务不精、技术不强，刑讯逼供，特权思想严重、滥用职权，贪污，受贿、舞弊，玩忽职守。进而，对问题产生的原因进行分析，认为：社会思想观念的影响，警察队伍的组成和管理状况，警察职业的特殊性，警察的社会待遇等方面的特定因素，构成了问题产生的客观原因；警察个人的思想认识，心理和身体状况，文化素质等是问题产生的主观原因；职业道德教育中的不足也是产生问题的重要原因。最后，从职业道德教育的角度，提出解决问题的对策：重视职业道德教育，将其置于职业教育的大背景中进行；科学设计职业道德教育内容；培养职业道德教育师资队伍；改进职业道德教育的手段和方法。本文的结论是：警察职业道德中存在的问题，应该引起人们的重视，需要社会各界的共同努力，做好警察职业道德教育工作是解决问题的重要途径，，在以德治国的社会背景中，积极有效的职业道德教育一定能推动警察队伍整体素质的不断提高。
[Abstract]:Police professional ethics is the code of conduct that the police must abide by in the police work. It is the necessary guarantee for the police to perform their duties, close the relationship between the police and the people, and set up a good social image. However, in reality, the behavior of police violating professional ethics occurs from time to time, which causes social concern and can not be ignored. Therefore, this paper tries to make a systematic analysis and research on police professional ethics and its current problems and educational countermeasures. First of all, starting from explaining the concept of police professional ethics, this paper introduces the concrete content of police professional ethics, and analyzes the characteristics and significance of police professional ethics. Then, taking typical cases in reality as the representative, the paper points out the outstanding problems in six aspects of police professional ethics: poor business, weak technology, extortion of confessions by torture, serious privilege, abuse of power, corruption, bribery, fraud, etc. dereliction of duty Then, the causes of the problem are analyzed, and it is concluded that the influence of social ideology, the composition and management of the police force, the particularity of the police profession, the social treatment of the police, and so on, The objective cause of the problem is the objective cause of the problem; the subjective cause of the problem is the personal understanding of the police, the psychological and physical condition, and the cultural quality, and the deficiency in the professional ethics education is also the important reason for the problem. Finally, from the point of view of professional ethics education, the author puts forward some countermeasures to solve the problem: attaching importance to professional ethics education, placing it in the background of vocational education, scientifically designing the content of professional ethics education, training teachers of professional ethics education, and putting it in the background of vocational education. To improve the means and methods of professional ethics education. The conclusion of this paper is that the problems existing in the police professional ethics should be paid more attention to, and the joint efforts of all walks of life are needed.
