论我国公众评估警察绩效的机制构建

【摘要】:随着我国政治体制改革的深入推进,我国公安系统的队伍建设及工作改进也日益加强。近年来,为实现警员队伍管理的创新化、科学化,对警察组织开展绩效管理成为理论界研究的重点。绩效反应了一个组织内部各个成员及组织整体的工作表现,公安机关作为政府公共部门,其组织绩效不仅关系着内部人员或机构的评定,更关乎群众的切身利益.对于公安工作的开展情况及警员的表现,群众应该最有发言权。近年来在我国公安机关进行绩效管理的过程中,逐渐开始重视公众的参与和监督,并进行了一些探索和实践,如“大走访”开门评警及“我最喜爱的人民警察评选”活动。这类活动将对公安工作开展和警员表现的评判权交到群众手中,将群众的满意度和安全感作为评价公安工作的重要指标,体现了公安机关以人为本、执法为民的执法理念,也为引导公众参与评估警察绩效提供了实践经验,,但这并不意味着公众评警已经成为警察绩效评估的组成部分。因而,本文试图通过相关国内外实践和文献研究,构建出一个公众评估警察绩效的长效机制,使“开门评警”的先进理念和经验得到固化。 本文首先对构建公众评估警察绩效机制所需明确的概念进行了界定,同时架构起了构建机制所需的理论基础,包括新公共服务理论、公共部门绩效评估理论、公安质量管理理论。然后,本文采用实证主义的研究方法,对国内外公众评警的实践进行分析,在国外以英国为例,通过深入分析英国警务绩效评估框架的先进性,对比出了我国构建公众评估警察绩效机制所存在的不足。针对这些不足,文章的最后一部分有针对性地提出了我国构建公众评估警察绩效机制所需作出的努力:营造有利于公众评估警察绩效机制构建的社会环境,包括政治文化环境和公民文化环境;完善公众评估警察组织绩效的制度保障包括完善信息公开制度、加快立法进程;完善公众评估警察绩效的程序,包括将准备阶段、开展阶段及结果运用阶段的各类程序进行科学设计。
[Abstract]:With the development of our country's political system reform, the construction and improvement of our country's public security system has been strengthened day by day. In recent years, in order to realize the innovation and scientific management of the police force, it has become the focus of theoretical research to carry out the performance management of the police organization. Performance reflects the performance of each member of the organization and the whole organization. As a government public sector, the performance of the public security organization is not only related to the assessment of internal personnel or institutions, but also to the vital interests of the masses. The masses should have the most say in the conduct of public security work and the performance of police officers. In recent years, in the process of performance management of public security organs in our country, the public participation and supervision have been paid more and more attention, and some explorations and practices have been carried out, such as "big visit", opening doors and evaluating police, and "my favorite people's police evaluation" activities. This kind of activity places in the hands of the masses the right to judge the development of public security work and the performance of police officers. The satisfaction of the masses and sense of security are regarded as important indicators for the evaluation of public security work, which embodies the idea that the public security organs are people-oriented and that law enforcement is for the people. It also provides practical experience for the public to participate in the evaluation of police performance, but this does not mean that the public evaluation of police has become a component of police performance evaluation. Therefore, this paper attempts to construct a long-term mechanism of public evaluation of police performance through relevant domestic and foreign practice and literature research, so that the advanced concept and experience of "open door evaluation of police" can be solidified. This paper first defines the clear concepts needed to construct the public performance evaluation mechanism of the police, and at the same time, constructs the theoretical basis for the construction of the mechanism, including the new public service theory, the public sector performance evaluation theory. Theory of Public Security quality Management. Then, this article uses the positivism research method, carries on the analysis to the domestic and foreign public appraisal police practice, takes the England as the example, through the thorough analysis British police service performance appraisal frame advancement, This paper contrasts the deficiency of constructing the mechanism of public evaluation of police performance in our country. In view of these shortcomings, the last part of the article pointed out the efforts needed to construct the mechanism of public evaluation of police performance in China: to create a social environment conducive to the construction of the mechanism of public evaluation of police performance. Including political and cultural environment and citizen cultural environment; perfecting the system of public evaluation of police organization performance, including improving the information disclosure system, speeding up the legislative process; perfecting the process of public evaluation of police performance, including the preparation phase, All kinds of procedures in the stage of development and application of results are designed scientifically.
