大型节事危机事件处置及安全保障机制研究

【摘要】：近年来,我国相继举办了“99年昆明世界园艺博览会”、“2008年北京奥运会”和“2010年上海世博会”等大型节事活动。这些大型节事活动的举办,一方面彰显了我国强大的综合国力,提升了国家的整体形象;另一方面,这些大型节事活动对我国危机事件处置及安全保障能力提出了严峻的挑战。目前,国内学者对大型节事活动从诸多方面展开研究,诸如:从大型节事活动经济效益方面、环境保护方面以及社会影响效果等。而本文则是从大型节事活动举办期间危机事件处置以及整个节事活动安全保障这个角度切入,参考国内外大型节事安保现状,针对目前国内大型节事危机事件处置及安保工作中存在的若干问题,提出“三阶段”安保防控对策,并在文章最后一部分加以详细阐述。全文除引言和结语外,分为4个部分。第一部分大型节事活动安全保障机制概述。该部分首先针对大型节事概念进行内涵分析,然后阐述危机事件的含义和特征,再次是针对大型节事安全保障机制的内容从两个方面具体说明,最后是大型节事活动危机事件处置及构建安保机制的四项基本原则。第二部分国内外大型节事安全保障机制比较分析。该部分首先针对国外最近举办的雅典奥运会和2010南非世界杯安保工作的经验教训加以总结,然后就国内2008年北京奥运会以及2009年国庆六十周年安保工作的情况加以阐述,并对其简要评述。第三部分我国大型节事危机事件处置及构建安全保障机制存在的问题。该部分首先针对大型节事安保主体机制的缺点加以说明,并提出了相关的解决方案。其次就大型节事活动法律机制加以阐述,对每一部相关法律法规提出了不足之处,并对整个节事活动安保工作所能起到的作用做出说明。最后就大型节事安全保障运行机制的缺陷进行论述。第四部分大型节事危机事件处置及完善安全保障机制的对策。该部分内容按照大型节事危机事件处置及安保工作四项原则的要求,将大型节事安全保障分为三个阶段,即:前置控制阶段、现场处置阶段和善后处理阶段。每个阶段都提出了详备的构建方案,为整个大型节事活动提供安全保障。
[Abstract]:In recent years, China has held "1999 Kunming World Horticultural Expo", "2008 Beijing Olympic Games" and "2010 Shanghai World Expo" and other large-scale festival activities. The holding of these large-scale festival events, on the one hand, highlights the strong comprehensive national strength of our country and promotes the overall image of the country; on the other hand, these large-scale festival events pose a severe challenge to the handling of crisis events and the ability of safety and security in our country. At present, domestic scholars have carried out research on large-scale festival activities from many aspects, such as: from the economic benefits of large-scale festival activities, environmental protection and social impact. In this paper, from the perspective of crisis management during the large-scale festival event and the safety and security of the whole festival event, we refer to the current security situation of large-scale festival events at home and abroad. In view of some problems existing in the crisis handling and security work at present, this paper puts forward "three-stage" security prevention and control countermeasures, and expounds them in detail in the last part of the article. In addition to the introduction and conclusion, the full text is divided into four parts. The first part is an overview of the safety and security mechanism of large-scale festival activities. This part firstly analyzes the connotation of the concept of large-scale festival event, then expounds the meaning and characteristics of crisis event, and then explains the content of security mechanism of large-scale festival event from two aspects. Finally, there are four basic principles of crisis management and security mechanism. The second part of the domestic and foreign large-scale festival security mechanism comparative analysis. This part first summarizes the experience and lessons learned from the security work of the recent Athens Olympic Games and the 2010 World Cup in South Africa held abroad, and then elaborates on the domestic security work of the 2008 Beijing Olympic Games and the 60th anniversary of the 2009 National Day. A brief comment on it is given. The third part is about the problems existing in the handling of large-scale festival crisis and the construction of security mechanism in our country. In this part, the shortcomings of large-scale security mechanism are explained, and the relevant solutions are put forward. Secondly, it expounds the legal mechanism of large-scale festival activities, puts forward the deficiencies of each relevant laws and regulations, and explains the role that the security work of the whole festival activities can play. At last, the defects of the safety and security operation mechanism are discussed. The fourth part deals with the large-scale festival crisis and the countermeasures to perfect the security mechanism. According to the requirements of the four principles of crisis management and security work, this part divides the safety and security of large-scale events into three stages, namely, the stage of pre-control, the stage of on-site disposal and the stage of post-treatment. At each stage, a detailed construction scheme is proposed to provide security for the whole event.
