良好警察形象构建阻滞因素及对策分析

【摘要】： 本文主要内容是以江苏省南通市公安机关为例,就如何构建新时期的良好警察形象进行研究探讨。随着“依法治国”、“和谐社会”战略方针的确定,公安机关和人民警察面临着新的挑战和机遇。如何树立良好、和谐的警察形象,已成为当前公安机关必须高度重视的一项重要课题。传统观点认为主要应通过对警察队伍的严格教育、管理和整顿,来不断改善警察形象。根据这种思路,虽然取得了一定成效,但影响警察形象的矛盾并没有从根本上得到解决,一些地区的警察形象建设经常出现反复,社会评价也褒贬不一。本文通过实证分析的方法,对南通市公安机关的社会形象进行了问卷调查和实地访谈,并从公安机关能否掌握控制的角度出发,将当前影响警察形象的因素区分为内因和外因两个方面。从公安机关的组织内部看,制约警察形象建设的因素主要为队伍整体素质、个体腐败、警察意识、执法规范、业务技能、内部监督、警民沟通、危机处置等八个方面存在的不足;从公安机关的外部环境看,官僚腐败现象、行政权力干预、媒体舆论渲染、行政保障不足、公众期望过高等因素,也都对公安机关的形象建设带来困难与挑战。根据对损害警察形象内外两个方面因素的深入分析,文章摆脱了单纯从警察组织内部进行整改的观点束缚,围绕政治建警、提高队伍素质、做实警察绩效、健全监督机制、加强公共关系、强化经费保障等六个方面,提出了新时期塑造良好警察形象的应对策略。
[Abstract]:Taking the public security organ of Nantong City of Jiangsu Province as an example, this paper discusses how to construct a good police image in the new period. With the establishment of the strategic policy of "governing the country according to law" and "harmonious society", the public security organs and the people's police are facing new challenges and opportunities. How to establish a good and harmonious police image has become an important issue that the public security organs must attach great importance to. The traditional view is that the police image should be improved through strict education, management and rectification of the police force. According to this way of thinking, although some achievements have been made, the contradictions affecting the image of the police have not been fundamentally resolved. The construction of the police image in some areas is often repeated, and the social evaluation is also mixed. Through the method of empirical analysis, this paper carries on the questionnaire survey and the field interview to the public security organ's social image of Nantong city, and from the angle of whether the public security organ can grasp the control, The factors that influence the police image are divided into two aspects: internal cause and external factor. From the perspective of the internal organization of the public security organs, the factors restricting the building of the police image are mainly the overall quality of the team, individual corruption, police consciousness, law enforcement norms, professional skills, internal supervision, and communication between the police and the public. The deficiency in eight aspects, such as crisis management; From the external environment of public security organs, the phenomenon of bureaucratic corruption, the interference of administrative power, the exaggeration of media public opinion, the lack of administrative guarantee, the high public expectation and other factors also bring difficulties and challenges to the image construction of public security organs. Based on the in-depth analysis of the two factors that damage the image of the police, the article gets rid of the shackles of the viewpoint of simply carrying out rectification and reform from the inside of the police organization, revolves around the political construction of the police, improves the quality of the team, makes sure the police performance, and perfects the supervision mechanism. In this paper, six aspects, such as strengthening public relations and strengthening the guarantee of funds, are put forward in order to create a good police image in the new period.
