长沙经济开发区公安管理问题与对策研究

【摘要】： 经济开发区是我国改革开放的重要组成部分，它的设立有着特殊的历史背景与目的，它的特性决定着它对与之配套的公安管理工作也有着特殊要求，实践证明，经济开发区的公安管理工作确实存在着自身的特点，也使新时期的经济开发区公安管理工作面临新的问题和挑战。本文研究的意义在于通过以长沙市经济开发区公安管理工作中存在的问题作为研究对象，将有利于在实践中加强和改进经济开发区公安管理工作。本文立足于长沙经济开发区的公安管理现状，用比较研究、文献研究、实证与理论研究相结合的方法，指出问题，分析根源，提出对策。本文的主要内容分为五个部分。第一部分为绪论，绪论中简明扼要地阐述了提出研究课题的背景，对相关的研究进行了概述，同时对本文采用的研究方法进行了说明。第二部分重点阐述了经济开发区的设置背景和目的及特殊使命，，并就经济开发区对公安管理的特殊要求及经济开发区公安管理工作的特点进行了论述。第三部分首先对长沙经济开发区的公安管理工作进行概述，其次对长沙经济开发区的公安管理的现状进行探究，通过对现状的探究从而提出公安管理现状中存在的主要特点，最后对引发问题的因素进行了分析，找出了问题的根源。第四部分针对经济开发区公安管理存在的主要问题提出了一些具体的对策。第五部分结束语是对经济开发区公安管理的重要性和未来的展望。
[Abstract]:Economic development zone is an important part of China's reform and opening up. Its establishment has a special historical background and purpose. Its characteristics determine that it also has special requirements for the corresponding public security management work, which has been proved by practice. The public security management of economic development zones does have its own characteristics, and it also makes the public security management of economic development zones face new problems and challenges in the new period. The significance of this study is that taking the problems existing in the public security management work of Changsha Economic Development Zone as the research object, it will be beneficial to strengthen and improve the public security management work in the Economic Development Zone in practice. Based on the present situation of public security management in Changsha Economic Development Zone, this paper points out the problems, analyzes the root causes and puts forward the countermeasures by using the methods of comparative study, literature study, empirical and theoretical research. The main content of this paper is divided into five parts. The first part is the introduction. In the introduction, the background of the research topic is briefly described, the related research is summarized, and the research methods used in this paper are explained. The second part focuses on the setting background, purpose and special mission of the economic development zone, and discusses the special requirements of the economic development zone on the public security management and the characteristics of the public security management work of the economic development zone. The third part firstly summarizes the public security management work of Changsha Economic Development Zone, and then probes into the present situation of Changsha Economic Development Zone. Finally, the causes of the problem are analyzed to find out the root of the problem. The fourth part puts forward some concrete countermeasures in view of the main problems in the public security management of the economic development zone. The conclusion of the fifth part is the importance and prospect of the public security management in the economic development zone.
