安徽省农村公共服务社区化模式研究

【摘要】：一直以来城乡二元体制所导致的城乡差异,不仅束缚了农村生产力的发展,也使得农民不能与城市居民享受同样的权利,限制了农村居民生活水平的提高,严重阻碍了农村的社区化进程。安徽省作为农业大省,一直以来对于三农问题都十分重视,政府为了推动农村地区社会事业的发展、提高农民的生活水平、统筹城乡建设,采取了一些积极的措施增加农村的公共服务供给,也取得了一定的成效,但由于机制尚未完善、广大农村地区公共服务的基础薄弱等原因,农村地区的社区建设还有很多需要完善和改进的地方,推行公共服务的社区化模式是解决安徽省农村公共服务供给困境的一条重要途径。本文在提出研究农村公共服务社区化的问题后,首先分析了安徽省建设美好乡村等方面的背景,阐明本文研究的意义,指出了本文研究的具体内容,并采用文献研究、比较研究和SWOT分析等方法开展研究。其次,对农村社区、农村公共服务、农村公共服务社区化等相关概念做出了阐述和解释,对于本文的研究给出了社区发展理论、新公共服务理论和社会自治理论三个理论的支撑。再而,通过对不同国家和不同地区的农村公共服务社区化模式进行比较研究,并结合理论分析,对比不同模式的优势及不足以及经验借鉴；在此基础上对安徽省现有的农村公共服务社区化现状进行SWOT分析研究,指出安徽省农村公共服务社区化面临的问题主要是：农村地区经济基础仍较为薄弱、服务人员专业素质不高、有关政策法规尚不完善。最后,结合安徽省美好乡村建设的背景,从机制制度、居民参与、评价和监督体系和农村社会保障等方面对安徽省农村公共服务社区化提出了针对性的保障措施。总而言之,农村公共服务社区化对于帮助解决安徽省三农问题、提高农村居民的生活水平、推动城乡统筹发展和城镇化建设都有重要意义。虽然就目前而言安徽省的农村工作服务社区化发展仍然面临着一些问题和欠缺,需要政府、社会机构、社会团体、社区管理者和农村居民等共同努力,从安徽省农村发展的实际出发,借鉴农村公共服务社区化成功的经验,抓住农村发展的机遇,充分利用已有的优势,坚持正确的原则,打破农村公共服务所面对的现实困境,不断推动农村公共服务社区化向前发展,从而探索构建属于安徽省的农村公共服务社区化模式,推动安徽省农村的全面发展。
[Abstract]:The urban-rural differences caused by the urban-rural dual system not only constrain the development of rural productivity, but also make farmers and urban residents can not enjoy the same rights, limiting the improvement of living standards of rural residents. Anhui Province, as a big agricultural province, has always attached great importance to the "three rural" issues, the government in order to promote the development of social undertakings in rural areas, improve the living standards of farmers. As a whole, some positive measures have been taken to increase the supply of public services in rural areas, but due to the imperfect mechanism, the foundation of public services in rural areas is weak and so on. Community construction in rural areas still needs to be improved and improved. Promoting the community mode of public service is an important way to solve the dilemma of rural public service supply in Anhui Province. First of all, this paper analyzes the background of the construction of beautiful villages in Anhui Province, clarifies the significance of this study, points out the specific content of this study, and adopts literature research. Comparative study and SWOT analysis and other methods to carry out research. Secondly, the rural community, rural public service, rural public service community and other related concepts are expounded and explained. For the research of this paper, the community development theory, the new public service theory and the social autonomy theory are given. Through the comparative study of the rural public service community model in different countries and different regions, and combined with the theoretical analysis, compare the advantages and disadvantages of different models and experience; On this basis, the current situation of rural public service community in Anhui Province is analyzed by SWOT. The author points out that the problems faced by the community of rural public services in Anhui Province are: the economic base of rural areas is still relatively weak, the professional quality of service personnel is not high, and the relevant policies and regulations are not perfect. Combined with the background of Anhui Province's beautiful rural construction, from the mechanism system, residents participate. Evaluation and supervision system and rural social security and other aspects of rural public service community in Anhui Province put forward targeted protection measures. In short, rural public service community to help solve the problems of agriculture, rural areas and farmers in Anhui Province. Improving the living standards of rural residents, promoting the overall development of urban and rural areas and urbanization are of great significance. Although at present, there are still some problems and deficiencies in the community development of rural work services in Anhui Province. Need the government, social institutions, social organizations, community managers and rural residents and other joint efforts, from the reality of rural development in Anhui Province, learn from the successful experience of rural public service community. Seize the opportunity of rural development, make full use of the existing advantages, adhere to the correct principles, break the plight of rural public services, constantly promote the development of rural public services community. Thus, to explore the construction of rural public services in Anhui Province community mode, to promote the overall development of rural Anhui Province.
