人大代表“网上履职”的困境及其对策思考

【摘要】：伴随着数字化信息技术的广泛运用,网络政治参与对代议制产生了深远影响,近年来的人大代表"网上履职"已然常态化,最为典型的案例有三:一为网民人大代表的"虚拟-现实"对接;二为博客人大代表的"线上-线下"履职;三为网民参与的"E两会"与现实两会的互动。这些案例一方面使网民人大代表的代表性受到质疑,另一方面凸显了人大代表"网上履职"所面临的网民期望值高、网络参与有限、网络空间双面影响等困境。鉴如此,让人大代表进一步强化"互联网思维",并将人大代表的"网上履职"纳入法制化轨道,同时打造一个"互联网+民意"信息化工作平台,方能走出困境。
[Abstract]:With the wide use of digital information technology, network political participation has a profound impact on the representative system. In recent years, deputies to the National people's Congress "performing their duties on the Internet" have become more and more common. There are three typical cases: one is the virtual reality docking of the people's Congress of netizens; Second, the blog NPC deputies "on-line-offline" to carry out their duties; The third is the interaction between the "E and NPC" sessions and the actual two sessions. On the one hand, these cases make the representation of the deputies to the National people's Congress of netizens questioned. On the other hand, it highlights the difficulties faced by people's Congress deputies "performing their duties on the Internet", such as high expectations for netizens, limited participation in the network, and double-sided influence of cyberspace. In view of this, deputies to the people's Congress are further strengthened to "think on the Internet." In order to get out of the dilemma, the NPC deputies'"performing their duties on the Internet" is brought into the legal orbit and a "Internet public opinion" information work platform is created at the same time.
