论改革中的顶层设计与试点探索

【摘要】：以顶层设计为统领,将顶层设计与基层的试点探索上下互动、有机结合是我国推进改革的重要方法论。顶层设计是在基层试点探索基础上的顶层设计,试点探索是顶层设计指导下的基层探索,顶层设计与试点探索并存于中国改革历程中,具有共同的哲学基础、共同的实践旨趣、共同的价值取向、共同的文化传统。在全面深化改革新的历史征程中,进一步科学统筹顶层设计与试点探索,需要狠抓落实,用落实来连接顶层设计与试点探索。需要强化法治,用法治为改革保驾护航,做到重大改革于法有据。需要树立以人民群众为中心的改革理念,将人民群众满意不满意、高兴不高兴、答应不答应作为衡量改革成效的标尺。从而推进改革行稳致远,蹄疾步稳。
