内蒙古社会化养老服务中政府责任问题研究

【摘要】：内蒙古进入老龄化社会以来,人口老龄化的程度在不断加深。由“独生子女”政策引发的“失独”、“空巢”等问题越来越多,而一旦老年人失能或进入高龄状态,更需要身边时时有人照顾,传统的家庭养老模式和机构养老模式已无法解决人们养老中存在的问题。面对老年人对养老服务的多样化的需求,完善内蒙古社会化养老服务体系变得十分迫切。本文以内蒙古为个案,从内蒙古社会化养老服务体系的发展现状入手,对社会化养老服务中政府责任进行综合评价,力图为内蒙古社会化养老服务体系的建设提出可行的建议。在研究中,本文运用规范分析方法、实证分析方法、文献分析法,以及对比分析法,对内蒙古社会化养老服务中政府责任进行评价。本文首先分析了上海和青岛两个城市在社会化养老服务中政府责任的成功经验与启示;其次分析了内蒙古社会化养老服务中老年福利支出和养老福利机构的现状,并与上海进行了比较;最后,运用因子分析的方法得出了内蒙古政府在社会化养老服务中的综合得分情况。发现了内蒙古社会化养老服务中存在养老资源供给不足、政府监管较弱和政府购买力度不足等问题。最后得出结论:(1)政府在社会化养老服务中要起到主导作用,积极促进社会化养老服务专业化、标准化的发展;(2)内蒙古在老年福利支出、养老福利机构的数量、工作人员数量、养老床位数、年末收养人数,及工作人员与老年人的配比方面都与上海存在很大的差距。(3)内蒙古社会化养老服务中政府责任的综合得分呈上升趋势,且在华北五个地区排在第2、第3的位置上。提出了建立健全制度保障,扩大政府购买范围,加强社会化养老服务业各环节的监管,科学合理的规划养老服务设施,引入多种渠道的资金支持,创新养老服务模式,建立信息化的养老服务平台,以及加强专业服务人才培养的建议。
[Abstract]:Since Inner Mongolia entered an aging society, the degree of population aging has been deepening. Problems such as "losing independence" and "empty nest" caused by the "one-child" policy are becoming more and more common, but once the elderly become disabled or in a state of old age, The traditional family pension model and institutional old-age care model can no longer solve the problems existing in people's old-age care. In the face of the diversified needs of the elderly for pension services, the traditional family pension model and the institutional old-age care model can no longer solve the problems existing in the pension. It is very urgent to perfect the socialized old-age service system in Inner Mongolia. This paper takes Inner Mongolia as an example, starts with the present situation of the development of the socialized old-age service system in Inner Mongolia, and makes a comprehensive evaluation of the government responsibility in the socialized old-age care service. In the research, this paper uses normative analysis method, empirical analysis method, literature analysis method, and comparative analysis method, in order to put forward feasible suggestions for the construction of social old-age service system in Inner Mongolia. Firstly, this paper analyzes the successful experience and enlightenment of the government responsibility in the socialized old-age service in Shanghai and Qingdao. Secondly, this paper analyzes the current situation of social old-age welfare expenditure and old-age welfare institutions in Inner Mongolia, and compares it with Shanghai. The comprehensive score of the Inner Mongolia government in the socialized old-age service is obtained by using the method of factor analysis, and it is found that there is insufficient supply of the old-age resources in the socialized old-age service in Inner Mongolia. Finally, the conclusion is drawn that the government should play a leading role in the socialized old-age service and actively promote the specialization of the socialized old-age service. In the position of No. 2 and No. 3 in the five regions of North China, it is proposed to establish and improve the system guarantee, to expand the scope of government purchase, to strengthen the supervision of the various links of the socialized old-age service industry, and to plan the old-age service facilities scientifically and reasonably. This paper introduces various channels of financial support, innovates the mode of old-age service, establishes the information-based service platform for the aged, and proposes to strengthen the training of professional service talents.
