正确义利观视角下的北极治理和中国参与

【摘要】：作为新时期中国外交的指导原则,正确义利观对北极治理也具有极强的适用性。北极治理相关事务可按属性大致划分为"义""利"两个方面,但受"重利轻义"错误观念的影响,各国往往片面强调权利而忽视义务、重视本国利益而不顾人类共同利益,致使北极治理的发展面临困境。中国是正确义利观的倡导者,也是北极事务的利益攸关方,故应在参与北极治理的进程中积极践行正确义利观并将其发扬光大。中国应坚持以义为先,遵循取利有道,追求互利共赢,在承担国际道义的前提下谋求北极利益,在实现自身发展的同时推动北极善治。
[Abstract]:As the guiding principle of China's diplomacy in the new era, the correct view of righteousness and interest is also of great applicability to Arctic governance, which can be roughly divided into two aspects according to its attributes: "righteousness" and "interest". However, under the influence of the misconception of "emphasizing interests over righteousness", countries often emphasize rights and ignore obligations, attach importance to their own interests, and ignore the common interests of mankind, thus causing the development of Arctic governance to face difficulties. China is the advocate of the correct view of justice and profit. Being also a stakeholder in Arctic affairs, China should actively practice the correct view of righteousness and benefit in the process of participating in the process of Arctic governance and carry it forward. China should adhere to the principle of justice first, follow the path of taking advantage and follow the path of mutual benefit, and pursue mutual benefit and win-win results. Under the premise of international morality, we seek the interests of the Arctic and promote good governance at the same time as we realize our own development.
