协商民主视阈下当代中国党际关系研究

【摘要】：协商民主理论最先由西方学者毕塞特提出并界定,然而,协商民主实践活动则较早地在中国政党之间展开。协商民主为我国党际关系搭建了一个平台,是促进我国党际关系发展的重要途径,同时它更多地关注民主的程序和过程,可以合理整合不同政党优势,减少中国共产党与各民主党派间的不民主、不和谐因素。因此,以协商民主为视角研究当代中国的党际关系能够为我国政党制度和党际关系的进一步研究提供更佳的路径和方向,推进党际间的民主化进程,促进党际关系长期和谐发展。本文以协商民主为视角研究当代中国党际关系,主要从三个方面进行探讨。第一,中西方语境下的协商民主。介绍了西方协商民主的内涵及其特点以及中国协商民主的内涵及其特点;并分析了中西方协商民主的异同。第二,运行在协商民主轨道上的当代中国党际关系。先阐述了当代中国党际协商民主的制度基础和实现形式,当代中国党际协商民主的功能和价值;并对运行在协商民主轨道上的当代中国党际关系历史发展做了总结性概括;同时指出了当代中国党际协商民主发展至今存在问题:党际协商主体协商民主意识不强、党际协商民主制度不够完善以及党际协商过程的民主化亟待推进。第三,完善当代中国党际协商民主的路径探讨。针对当代中国党际协商民主存在的问题从三个方面提出路径探讨:首先是强化当代中国党际协商主体的协商民主意识,包括:强化中国共产党的党际协商民主意识、强化各民主党派的党际协商参与意识以及强化党际协商主体的民主监督意识。其次是健全中国党际协商民主制度,表现为:健全党际协商民主实体制度、健全党际协商民主程序制度和健全党际协商民主监督制度。再次是推进中国党际协商过程的民主化,分别是:提升党际协商主体的平等性、增进党际协商民主过程的公开性、加强党际协商民主过程的规范性。中国党际协商民主能有效地化解党际磋商过程中的利益冲突和矛盾,促进党际关系和谐发展,是中国政党政治发展的必然选择。
[Abstract]:The theory of deliberative democracy was first put forward and defined by the western scholar Bicette. However, the practice of deliberative democracy was carried out among Chinese political parties earlier. The deliberative democracy established a platform for the inter-party relations in China. It is an important way to promote the development of inter-party relations in China. At the same time, it pays more attention to the procedures and processes of democracy, which can reasonably integrate the advantages of different political parties and reduce the undemocratic and disharmonious factors between the Communist Party of China and the democratic parties. The study of inter-party relations in contemporary China from the perspective of deliberative democracy can provide a better path and direction for the further study of the political party system and inter-party relations in China, and promote the process of inter-party democratization. To promote the long-term harmonious development of inter-party relations. This paper studies the inter-party relations in contemporary China from the perspective of deliberative democracy, mainly from three aspects. First, This paper introduces the connotation and characteristics of Western deliberative democracy and the connotation and characteristics of Chinese deliberative democracy, and analyzes the similarities and differences between Chinese and western consultative democracy. The contemporary Chinese inter-party relations running on the track of deliberative democracy. First, it expounds the system foundation and realization form of contemporary China's inter-party consultative democracy, and the function and value of contemporary China's inter-party consultative democracy. It also summarizes the historical development of contemporary Chinese inter-party relations running on the track of consultation democracy, and points out the problems existing in the development of contemporary China's inter-party consultative democracy: the democratic consciousness of inter-party consultation subjects is not strong. The democratic system of inter-party consultation is not perfect enough and the democratization of the inter-party consultation process needs to be urgently promoted. Third, This paper discusses the ways to perfect the democracy of inter-party consultation in contemporary China. In view of the problems existing in the democracy of inter-party consultation in contemporary China, this paper puts forward three approaches: firstly, to strengthen the consciousness of consultative democracy of the subject of inter-party consultation in contemporary China. It includes: strengthening the democratic consciousness of inter-party consultation of the Communist Party of China, strengthening the consciousness of participating in inter-party consultation of all democratic parties and strengthening the consciousness of democratic supervision of the subject of inter-party consultation, secondly, perfecting the democratic system of inter-party consultation in China. They are: to perfect the democratic entity system of inter-party consultation, to perfect the democratic procedure system of inter-party consultation and to perfect the democratic supervision system of inter-party consultation. Again, to promote the democratization of the process of inter-party consultation in China. They are: to enhance the equality of the subject of inter-party consultation, to enhance the openness of the democratic process of inter-party consultation, and to strengthen the standardization of the democratic process of inter-party consultation. China's inter-party consultative democracy can effectively resolve conflicts of interest and contradictions in the process of inter-party consultation. To promote the harmonious development of inter-party relations is an inevitable choice for the political development of Chinese political parties.
