试析韩日情报合作的进展、促因与影响

【摘要】：韩日情报合作的机制化建设由来已久,历经了一个由"双边直接合作受挫"至"三边间接合作拉动",再至"双边直接合作重启"的发展进程。《军事情报保护协定》的签署是其新近取得的进展。这一进展是在朝鲜核导问题、韩日情报优势互补、韩国战略调整、盟友美国支持等多重促进因素的共同作用下实现的。韩日情报合作的进展,虽然在形式上是以应对朝鲜核导问题为借口,但实际上却对韩日两国安全战略调整的互动、美国亚太安全战略实施的基础、韩美日三边协调机制的构建,以及东北亚地区安全态势的平衡产生了深刻影响。
[Abstract]:South Korea and Japan have a long history in the institutional construction of information cooperation.It has gone through a development process from "bilateral direct cooperation frustrated" to "trilateral indirect cooperation pull", and then to "bilateral direct cooperation restart". The signing of "military Information Protection Agreement" is its recent progress.This progress was achieved under the joint action of the North Korean nuclear missile issue, the complementary intelligence advantages of South Korea and Japan, the strategic readjustment of South Korea, and the support of allies, the United States, and so on.Although the progress of South Korea and Japan intelligence cooperation is formally based on the pretext of dealing with the North Korean nuclear missile issue, it actually interacts with South Korea and Japan in adjusting their security strategy, the basis for the implementation of the US Asia-Pacific security strategy, and the construction of a trilateral coordination mechanism between South Korea, US and Japan.And the balance of the security situation in Northeast Asia has had a profound impact.
