盱眙县农村地区空巢老人养老路径探索

【摘要】：现如今,全球范围的发达国家、发展中国家均面临着不同程度的老龄化问题。我国是人口数量大国,在城市化进程发展较快的背景下,加之农村剩余劳动力逐渐迁移向城市,面临越来越严峻的养老形势,各方也越来越关注养老问题。现阶段,我国正处于社会转型期间,在不断发展的社会经济和不断深入的社会转型背景下,农业的生产方式发生较大转变,与此同时,农村的人口流动性也越来越强,农村的家庭规模越来越小,农村出现越来越多的空巢家庭。据统计,目前我国农村地区的老龄人口数约占全国的六成以上。可见,农村地区的老龄化、空巢化发展,给农村地区的养老工作带来很大挑战。笔者就是基于此背景,对空巢家庭、农村空巢老人、养老与养老模式概念进行界定,结合供需理论和社会支持理论,分析对比我国农村地区现有空巢老人的养老模式,为研究盱眙县农村地区空巢老人养老路径奠定理论基础。本文以江苏省盱眙县农村地区空巢老人的养老路径为实证分析,基于对盱眙县20个村的200名符合空巢老人条件的居民进行问卷调查和访谈调查,了解盱眙县农村地区空巢老人的养老现状,结合养老供需理论剖析目前盱眙县农村地区空巢老人养老的供给和需求情况,以及养老供需之间的矛盾。结合吁眙县农村地区空巢老人的养老实际情况,对养老模式进行创新,提出医养结合的养老模式是一种理想的选择。因此,笔者构建了适合于盱眙县农村地区空巢老人的新型养老保障模式,从现行条件论证了新型医养结合的养老可行性,提出盱眙县农村地区空巢现状规制着医养结合的养老模式,并设想新型医养结合的养老保障模式在实际推行中的优势和阻碍,指出客观上存在的推行困难,但也不难看出此模式是最适合且符合空巢老人意愿的一种养老模式。最后,笔者结合新型医养结合的养老模式推行条件,给出拓宽资金渠道、责任分担机制、丰富服务内容、挖掘社会资源和专业服务队伍五方面的推行保障措施,在新型医养结合养老模式实施中是必不可少的。
[Abstract]:Today, the world-wide developed countries, developing countries are facing varying degrees of aging problem.China is a large country with a large population. Under the background of rapid development of urbanization and the gradual migration of rural surplus labor force to the city, China is facing a more and more severe situation of providing for the aged, and more and more attention has been paid to the problem of supporting the aged.At this stage, our country is in the period of social transformation. Under the background of the continuous development of social economy and the deepening of social transformation, the mode of production of agriculture has changed greatly. At the same time, the population mobility in rural areas is becoming stronger and stronger.The scale of rural families is getting smaller and smaller, and more and more empty nest families appear in rural areas.According to statistics, the current rural areas of China's elderly population accounts for more than 60% of the country.Visible, the aging of rural areas, empty nest development, rural areas bring great challenges to the work of the aged.Based on this background, the author defines the concepts of empty-nest family, rural empty-nest elderly, old-age care and old-age care model, combining with the theory of supply and demand and social support, analyzes and compares the existing pension model of empty-nest elderly in rural areas of China.This will lay a theoretical foundation for the study of the path of the empty nest elderly in Xuyi County.Based on an empirical analysis of the pension paths of empty nesters in rural areas of Xuyi County, Jiangsu Province, a questionnaire survey and an interview survey were conducted among 200 residents of 20 villages in Xuyi County, Jiangsu Province.To understand the present situation of providing for the aged in the rural areas of Xuyi County, and to analyze the supply and demand of the aged in the rural areas of Xuyi County, and the contradiction between the supply and demand of the aged.According to the actual situation of the aged aged in the rural areas of Xuyi County, this paper innovates the old-age support model, and puts forward that the old-age model combined with medical care is an ideal choice.Therefore, the author constructed a new old-age security model suitable for the empty-nest elderly in Xuyi County, and demonstrated the feasibility of the new combination of medical and nursing from the current conditions.This paper puts forward the present situation of empty nest in rural areas of Xuyi County to regulate the old-age model of combination of medical and maintenance, and conceive the advantages and obstacles of the new mode of old-age security in practice, and points out the difficulties of implementing objectively.But it is not difficult to see that this model is the most suitable and in line with the wishes of empty nest elderly.Finally, the author combines the new medical and support combination of old-age model to promote the conditions, give out to broaden the funding channels, responsibility sharing mechanism, enrich the content of services, excavate social resources and professional service team five aspects of the implementation of security measures,It is essential in the implementation of a new type of medical and nursing combined pension model.
