生态文明视阈下的生态民主研究

【摘要】：工业文明使人们的整个生产和生存面貌实现了巨大的转变,同时也造成了全球性的生态危机,这给人们的发展热情带来了巨大打击,但也带来了前所未有的发展机遇。人类开始探索一种新的发展模式来代替目前的发展模式,并一致地选择了遵循生态文明建设的绿色发展理念,开创新的历史纪元。生态民主作为推进生态文明建设的一种制度保障,已经逐步进入人们的视野。本文总共分为五个部分。第一部分通过对当前世界生态危机现状的描述,分析了发展生态文明的内在需求,进而引申出生态民主在生态文明建设中的必要性,在总结归纳国内外研究现状的基础上,提出了本文的研究目的。第二部分对“生态”、“民主”含义分别进行了深入分析,从用民主方式解决生态问题的角度提出了生态民主的概念,介绍了生态民主平等、包容、多元、系统、开放、动态的基本特征,并就实现生态民主的基本条件和基本原则进行了总结,介绍了实现生态民主的两种具体形式：协商民主与基层民主,阐述了生态民主对我国社会发展的重要意义。第三部分描述了我国生态环境的现状,从生态文明理论在我国的发展历程入手,阐述生态民主对我国生态文明建设的现实意义。第四部分介绍了我国目前生态民主发展所取得的主要成绩,总结归纳了从生态文明意识的形成到实现生态民主所要经历的五个阶段：环境友好期、环境恶化期、民众觉醒期、政策重视期、生态民主期,针对我国目前所处阶段提出了我国发展生态民主存在的几个问题,并对主要原因进行了分析。第五部分通过对德国、荷兰践行生态民主理念良好效果的对比和分析,从意识、政治、社会等三个层面提出了我国实现生态民主的具体途径。本文提出将生态民主融入到生态文明建设的顶层设计之中,调动社会各阶层的力量,充分发挥生态民主的强大整合力和激励作用,通过推进生态民主的发展进程,加快生态文明建设,建立和维护生态社会,推动我国社会发展走上经济持续增长、生态持续改善、社会更加和谐的良性发展道路。
[Abstract]:Industrial civilization has made the whole production and survival of people realize the huge transformation, but also caused the global ecological crisis, which has brought a huge blow to people's development enthusiasm, but also brought unprecedented development opportunities.Human beings began to explore a new development model to replace the current development model, and unanimously chose to follow the ecological civilization construction of the concept of green development, opening a new historical era.As an institutional guarantee to promote the construction of ecological civilization, ecological democracy has gradually entered people's field of vision.This paper is divided into five parts.The first part, by describing the current situation of the world ecological crisis, analyzes the inherent demand of the development of ecological civilization, and then generalizes the necessity of ecological democracy in the construction of ecological civilization, on the basis of summing up the current research situation at home and abroad.The purpose of this paper is put forward.The second part analyzes the meaning of "ecology" and "democracy" respectively, puts forward the concept of ecological democracy from the angle of solving ecological problems by democratic way, and introduces the equality, tolerance, pluralism, system and openness of ecological democracy.This paper summarizes the basic conditions and principles for realizing ecological democracy, and introduces two specific forms of ecological democracy: consultative democracy and grass-roots democracy.This paper expounds the important significance of ecological democracy to the social development of our country.The third part describes the current situation of ecological environment in China, starting with the development of the theory of ecological civilization in China, expounds the practical significance of ecological democracy to the construction of ecological civilization in China.The fourth part introduces the main achievements in the development of ecological democracy in China, and summarizes the five stages from the formation of ecological civilization consciousness to the realization of ecological democracy: the period of environmental friendship, the period of environmental deterioration, the period of people's awakening.This paper puts forward several problems in the development of ecological democracy in our country in view of the period of policy attention and ecological democracy, and analyzes the main reasons.In the fifth part, through the comparison and analysis of the good effect of practicing ecological democracy in Germany and the Netherlands, the author puts forward the concrete ways to realize ecological democracy in our country from three aspects: consciousness, politics and society.This paper proposes to integrate ecological democracy into the top-level design of ecological civilization construction, mobilize the strength of all social strata, give full play to the powerful integration and incentive role of ecological democracy, and promote the development process of ecological democracy.To accelerate the construction of ecological civilization, to establish and maintain ecological society, to promote the social development of our country on the path of sustained economic growth, sustainable ecological improvement and more harmonious social development.
