【摘要】：当前,我们塔吉克斯坦面临许多困难。1991年塔吉克斯坦作为一个国家获得独立以后,系统性危机的发生,使其不得不开启商务和世界各地经济合作的新方式。塔吉克斯坦政治上和经济上与在区域中的两个大国,俄罗斯和中国有着密切联系。塔古克斯坦既期待与俄罗斯合作,同时也希望与中国合作,尤其在经济方面,更希望与中国的交流与合作,因为中国已经发展成为世界第二大经济体,“世界工厂”的角色。与此同时,中国也正在积极与周边国家进行交往,也积极拓展在塔吉克斯坦的贸易投资。中国在塔吉克斯坦的投资贸易的进一步发展既惠及塔方经济的发展,也有利于中国自身。充分开发中塔两国的合作潜力,有利于中国解决国民经济的现代化问题,也可增加中国在周边国家的政治影响。塔吉克斯坦与中国地理位置相近,有利于两国经济往来。但在苏联时代,塔吉克与中国的边境是封闭的,贸易和投资联系的问题需要克服高原的存在。在早期,中国在塔吉克斯坦的投资和贸易是零散的,近年来增长迅速,特别是在房建、高铁等相关项目,中国在塔吉克斯坦投资金额很大。在能源、矿业、农业和教育等领域中国也进行相关投资。本世纪以来,中国在塔吉克斯坦投资和贸易发展稳步和快速。中国在塔吉克斯坦的投资贸易情况的分析表明,新的领域深化睦邻友好合作关系大有前途。但是,中国在塔吉克斯坦的投资贸易还存在一些问题。这将对塔中经济交流合作的深化产生不利影响。因此,本文将在分析中国在塔吉克斯坦共和国投资贸易状况和存在问题的基础上,提出解决这些问题的对策和建议,以便塔中经济交流合作进一步发展。具体来说,第一部分,绪论。包括研究意义、研究动态现状、研究思路以及创新和难点。第二部分,中国在塔吉克斯坦投资贸易发展历程。包括四个阶段:尚未步入正轨阶段;曲折发展阶段;制度化发展阶段;深入发展阶段。第三部分,中国在塔吉克斯坦投资贸易中存在的问题。包括六个问题:贸易不平衡已经成为制约中塔贸易持续发展的严重障碍;中国在塔吉克斯坦投资贸易受制于地域限制;中国在塔吉克斯坦贸易结构单一;中国在塔吉克斯坦贸易不规范且贸易秩序混乱;塔吉克斯坦关税的变化对中国在塔贸易的不利影响;威胁中塔地区的安全隐患影响中国在塔国的投资贸易。第四部分,发展中国在塔吉克斯坦投资贸易的对策建议。包括六个对策建议:中国与塔吉克斯坦双方应共同营造一个良好的投资环境;进一步拓宽投资合作交流渠道;在上合组织框架内加强非传统安全领域的合作;推进中国在塔吉克斯坦的过境贸易人民币结算机制;发展边境贸易承接东中部产业转移;中国在塔吉克斯坦应树立长期的、良性的投资理念。第五部分,结语。总结以上笔者在中国留学近7年的学习和研究的内容;展望中国在塔吉克斯坦投资贸易的光明前景;强调塔中进一步经济交流合作的努力方向。
