舟山市农民工政治参与面临的困境及对策选择

【摘要】：当代中国,农民工作为我国产业工人的代表性组成,为国家的经济发展、社会进步做出了重要贡献,尤其是国家大力建设中国特色社会主义的现在,农民工是祖国建设的重要推动力。但不可否认的是,目前我国农民工的政治问题参与状况不容乐观,主要与其自身素质不高、社会经济地位较低以及当前城乡结合的二元体制等制度因素有关。作为我国政治主体的重要组成部分,农民工参政是国家政治建设的重要组成部分,解决我国农民工政治参与难这一问题,可以进一步推动我国政治民主化建设和依法治国的进程。本文以探究我国农民工政治参与问题,调查了舟山农民工参与政治的状况,并以此为出发点,研究并阐释农民工政治参与的基础理论、现状、存在的主要问题及原因,提出推进农民工政治参与的相关对策建议。全文主要有五部分组成:第一章绪论。介绍农民工政治参与这一主题的背景和研究意义,阐明该课题国内外研究现状,文章可能的创新点和不足点,以及文章研究方法和框架结构。第二章该部分主要介绍了农民工政治参与的概念和意义。解释了农民工的内涵界定,农民工政治参与的基本特征和参政类型。从全面建设小康社会的背景、推进政治民主化进程以及农民工维护自身权益等角度,阐明农民工政治参与的理论和现实意义。第三章该部分基于调查研究基础上分析了舟山市农民工政治参与的状况,分析了影响其政治参与的主要因素。概括来说,随着经济社会的发展,舟山市农民工政治参与状况不断改善,但总体还是存在着政治参与意识不强、政治参与制度不完善、政治参与方式较单一、非制度化政治参与泛化等,都是影响农民工政治参与的主要原因。第四章该部分主要针对上述舟山市农民工政治参与方面存在的问题,从农民工自身政治素质、政治参与制度不完善、城市乡村发展隔阂、以及农民工经济水平不高等方面分析影响其政治参与因素。第五章结合上述农民工政治参与中存在的问题和影响因素,提出了强化农民工政治参与的对策措施。大力宣传国家和政府相关政策,提升民工政治素质,国家加强制度方面建设,扩展农民工政治参与途径,为农民工创造更好地就业环境,提升其经济收入,以提升我国农民工政治参与效能,进一步推进政治民主化进程。
[Abstract]:In contemporary China, migrant workers, as the representative composition of industrial workers in China, have made important contributions to the country's economic development and social progress, especially now that the country is vigorously building socialism with Chinese characteristics.Migrant workers are an important driving force in the construction of the motherland.However, it is undeniable that the political participation of migrant workers in our country is not optimistic at present, which is mainly related to their low quality, low social and economic status and the current dual system of urban and rural integration.As an important part of the political subject of our country, peasant workers' participation in politics is an important part of the national political construction.Can further promote our country's political democratization construction and the process of governing the country according to law.In order to explore the political participation of migrant workers in China, this paper investigates the status of political participation of migrant workers in Zhoushan, and takes this as a starting point to study and explain the basic theory, current situation, main problems and reasons of the political participation of migrant workers.Put forward the relevant countermeasures and suggestions to promote the political participation of migrant workers.There are five parts in this paper: the first chapter is introduction.This paper introduces the background and significance of the theme of peasant workers' political participation, expounds the present research situation of the subject at home and abroad, the possible innovations and shortcomings of the article, as well as the research methods and frame structure of the article.The second chapter mainly introduces the concept and significance of peasant workers' political participation.It explains the connotation of migrant workers, the basic characteristics and types of political participation of migrant workers.This paper expounds the theoretical and practical significance of the political participation of migrant workers from the perspective of the background of building a well-off society in an all-round way, the promotion of the process of political democratization and the protection of migrant workers' rights and interests.The third chapter analyzes the status of political participation of migrant workers in Zhoushan city based on investigation and research, and analyzes the main factors affecting their political participation.Generally speaking, with the development of economy and society, the status of political participation of migrant workers in Zhoushan City has been improved, but there is still a weak sense of political participation, imperfect political participation system and a single political participation mode.The extension of non-institutionalized political participation is the main reason that affects peasant workers' political participation.The fourth chapter mainly aims at the problems existing in the political participation of migrant workers in Zhoushan City, from the aspects of their own political quality, imperfect system of political participation, the gap between urban and rural development.And the low economic level of migrant workers and other aspects of their political participation factors.The fifth chapter puts forward the countermeasures to strengthen the political participation of migrant workers in combination with the problems and influencing factors in the above mentioned peasant workers' political participation.Vigorously publicize the relevant policies of the state and the government, improve the political quality of migrant workers, strengthen the construction of the system, expand the channels of political participation of migrant workers, create a better employment environment for migrant workers, and increase their economic income.In order to enhance the effectiveness of peasant workers' political participation, and further promote the process of political democratization.
