“自由开放的印度洋太平洋”战略与日非关系的未来

【摘要】:21世纪的日本正在谋求“强大日本”的回归,重新确立日本在国际上的“一流国家”的地位。安倍第二届内阁上台以来,在内积极地推进战后体制突破,通过解禁行使集体自卫权、制定安保法制、修改防卫计划大纲等为谋求“军事大国”而铺平道路;对外则打着“积极和平主义”的旗号,推行“俯瞰地球仪”外交,通过制定“东南亚外交新五原则”、构建“民主钻石联盟”(亚洲版NATO)、以及打造“亚洲版经济北约”(TPP)等,为日本谋求“亚洲领袖”地位而构建自己的主导体系。可以说,21世纪初的日本又进入了一个新的国家战略转型期。在2016年8月的第六次非洲开发会议(TICAD)上,安倍又明确地提出“自由开放的印度洋太平洋”战略,并将其定位为日本“外交的新战略”,实质上也将安倍一直强调的“印太”(印度——太平洋)地缘政治“新概念”延伸至非洲。这一战略的推行,既是日本国家战略转型的一个重要体现,也是日本扩展“战略空间”的一个重要举措。日本对非洲战略的谋划,既有传统战略的延伸和深化,也有着眼未来构建非洲战略稳定基础的战略考量。这样的战略,一方面集中体现在第六次非洲开发会议的召开形式、“自由开放的印度洋太平洋”战略的内容、以及日本变革TICAD机制举措等诸中;另一方面,也体现在日本提出这一战略的时机、明确地针对中国、美国、欧盟等非洲战略、以及将其作为“新战略”和“未来战略”的长远设计中。有鉴于日本对非洲战略的提升和“自由开放的印度洋太平洋”战略的长远影响,本文遵循“战略背景——战略内容——战略支撑——战略影响”的总体研究思路,明晰日本强调和延展“印太”概念的内在动力与潜在动机,分析日本战略的核心内容和框架设计,解析保障该战略实施的机制安排和进化,阐释日本战略的未来布局和长远影响。据此,为中国的战略研判和战略应对做一点有益的学理探究。除绪论外,全文共分为五章。具体内容如下:第一章主要是“自由开放的印度洋太平洋”战略提出的背景。主要研究“印太”这一地区的概念,以及日本在“印太”地区的战略安排与困境;研究1993年以来日本对非洲政策的历史演变和发展过程,以及面临的问题与挑战;分析安倍在2016年8月第六届非洲国际开发会议上提出的这一战略的现实意图。第二章主要是“自由开放的印度洋太平洋”战略的基本内容。主要分析日本对非洲的战略目标,战略构想,分析日本对非洲政策的具体安排。从两方面来介绍日本未来三年对非洲政策的具体内容、重点与方向。第三章主要非洲国际开发会议战略的机制支撑(TICAD)。主要分析非洲国际开发会议(TICAD)的缘起和发展历程,总结迄今为止六次会议的主要成果、机制进化以及日本的不同政策。据此,来分析这一机制对日非关系进化的作用和影响。在此基础之上,着重分析这一机制对“自由开放的印度洋太平洋”战略提供的机制保障。第四章主要分析“自由开放的印度洋太平洋”战略与日本的期待。主要从三个方面来分析日本提出“自由开放的印度洋太平洋”战略的战略考量。21世纪日非关系的再进化,是日本推行非洲政策的长远目标;稳固与提升日本在非洲战略格局中地位,是日本当前最主要的战略考量;扩展日本在“印太”战略新格局中的影响,是日本为达到上述两个目的而进行的地区安排。从上述三个方面分析日本提出“自由开放的印度洋太平洋”战略后对日非关系的具体期待。第五章主要研究“自由开放的印度洋太平洋”战略下的日非关系。主要分析第六届非洲国际开发会议(TICAD)上安倍提出的“自由开放的印度洋太平洋”战略的多重影响。以及日本对非洲政策的走向,日非关系的发展趋向的预测。
[Abstract]:In twenty-first Century, Japan was seeking the return of "strong Japan" and reestablishing Japan's status as a "first class country" in the world.
