服务型政府建设中的民意表达研究

【摘要】：随着我国服务型政府建设的不断推进，民意表达有了一定的发展，民意表达主体不断扩大、民意表达渠道不断创新、民意表达领域不断拓展。然而，随着社会的不断发展，日益分化出不同的社会群体，民意表达存在的问题也逐渐显现。例如，公民的表达意识薄弱、民意表达渠道不畅通、公民的表达能力不平衡、信息不足引起民意失真、民意表达缺乏法律保障、民意表达缺乏政府回应等。因此，我们仍然需要进一步完善民意表达。本文首先对服务型政府提出的背景、概念和特征以及民意表达的基本内涵和相关理论进行了阐述，从而深层次把握服务型政府和民意表达之间的内在联系，通过分析民意表达在服务型政府建设中的价值，凸显出民意表达对于构建服务型政府的重要性。在此基础上，结合我国的基本国情对当前我国服务型政府建设过程中的民意表达现状进行了梳理，并指出了民意表达存在的问题及其原因。最后，从加强民意表达法律平台建设、增强人民群众民意表达能力、构建民意表达渠道制度保障、加大对民意表达的引导力度四个方面提出相应的具体对策，使民众能够更好地表达自己的意愿和诉求，加强民众与政府之间的互动，从而推进我国服务型政府的建设。
[Abstract]:With the development of service-oriented government in our country, the expression of public opinion has developed, the main body of public opinion has been expanded, the channel of public opinion expression has been innovated, and the field of public opinion expression has been expanded. However, with the development of society, different social groups are increasingly divided, and the problems of public opinion expression appear gradually. For example, the public's expression consciousness is weak, the public opinion expression channel is not smooth, the citizen's expression ability is not balanced, the information insufficient causes the public opinion distortion, the public opinion expression lacks the legal safeguard, the public opinion expression lacks the government response and so on. Therefore, we still need to further improve the expression of public opinion. This paper first expounds the background, concept and characteristics of service-oriented government, as well as the basic connotation and relevant theories of public opinion expression, so as to deeply grasp the internal relationship between service-oriented government and public opinion expression. By analyzing the value of public opinion expression in the construction of service-oriented government, the importance of public opinion expression in the construction of service-oriented government is highlighted. On this basis, combined with the basic situation of our country, this paper combs the present situation of public opinion expression in the process of construction of service-oriented government in our country, and points out the existing problems and reasons of public opinion expression. Finally, from the four aspects of strengthening the construction of the legal platform for public opinion expression, enhancing the ability of the people to express public opinion, constructing the system of public opinion expression channels and ensuring the system of public opinion expression, the corresponding concrete countermeasures are put forward in four aspects: strengthening the guidance of public opinion expression. So that people can better express their wishes and demands, strengthen the interaction between the people and the government, and promote the construction of service-oriented government in China.
