城市治理过程中的公众网络参与研究:以徐州市为例

【摘要】：现代城市公共事务的复杂性、社会公众对于高质量城市公共物品需求的日益高涨以及地方政府自身改革和发展的需要,推动着城市管理向城市治理的转换。互联网的快速发展,为公众参与城市治理创造了便利条件,拓宽了参与领域,丰富了参与途径,同时降低了参与成本。信息技术正显示出破解城市管理难题的强大功效,并且提供了加快城市管理转型的契机。以徐州市为案例,以2008年至2015年的城市管理实践为基础,讲述互联网背景下城市治理体系完善、城市治理能力提升的徐州故事,而真实有序的公众参与是徐州市不断提升城市环境质量、人民生活质量和城市竞争力的重要支撑。
[Abstract]:The complexity of modern urban public affairs, the increasing demand of the public for high-quality urban public goods and the needs of the local government's own reform and development promote the transformation from urban management to urban governance. The rapid development of Internet creates convenient conditions for public participation in urban governance, broadens participation fields, enriches participation approaches and reduces participation costs. Information technology is showing the powerful effect of solving the problem of urban management, and provides an opportunity to accelerate the transformation of urban management. Taking Xuzhou City as a case, based on the practice of urban management from 2008 to 2015, this paper tells the story of Xuzhou that the city governance system is perfect and the city governance ability is improved under the background of the Internet. The real and orderly public participation is an important support for Xuzhou to improve the quality of urban environment, the quality of people's life and the competitiveness of the city.
