城市社区就业服务存在的问题与对策研究

【摘要】：我国正处在经济增速放缓的大背景下,全国就业形势将变得更为复杂和严峻。社区作为城市中具备完善生活服务设备的最小组成部分,其发展关乎于整个社会的发展。因此,以一个城市的基础为出发点,是缓解当前严峻的就业压力,推动我国经济发展的基本要求。论文围绕着社区就业服务建设进行研究,从城市社区这个城市社会的根本出发,对现行的社区就业服务举措以及政策推行工作中遇到的困境加以探讨。社区就业服务是有效推进就业工作的一种创新模式,也是新时期完善城市社区管理和社区公共服务职能、解决市民基本需求的新探索。因此,以社区管理的角度,对城市社区就业服务进行深入研究,有着很强的现实意义。论文的绪论部分介绍了选题的目的、意义以及研究方法和论文研究框架;论文的第二章将研究中涉及的理论基础及基本概念进行了界定;论文的第三章以株洲市董家XE街道为例,对社区就业服务发展现状进行了调查,对针对董家XE街道社区的特殊性及其就业服务面临的困境进行汇总并由点及面分析影响我国就业服务的根本原因;论文的第四章对国外现行的社区就业服务工作进行研究,从中获得了完善我国城市社区就业服务工作的策略;论文的第五章针对第三章分析出的原因,提出完善我国城市社区就业服务的对策。论文选取了董家XE街道社区为个案社区,其居民结构复杂,生活水平高并且包含多个驻社区单位和社会组织是一个典型的混合型城市社区,其包含了老龄化严重、下岗人员再就业、国企改革等当前我国关注的热点话题。同时由于社区位于株洲高新科技开发区,再加之驻社区企业多以企事业单位为主,区域人员总体素质较高,政府发布的政策落实也较为顺畅,社区就业服务的发展也较为顺利,因此其在工作过程中遇到的问题,具有一定的代表性。通过对这些问题进行理性的分析,结合理论进行研究,最终针对资源短缺、政策滞后、宣传不足、体制缺陷等根本原因从政策、体制等方面提出了解决问题的对策,对完善我国社区就业服务具有现实意义。社区就业只有通过在发展中不断完善体制机制、积极开拓社区就业新领域才能找到最符合中国城市社区的就业服务机制。
[Abstract]:China is in the background of economic slowdown, the national employment situation will become more complex and severe. As the smallest part of the city with perfect living service equipment, the development of community is related to the development of the whole society. Therefore, taking the foundation of a city as the starting point is the basic requirement to alleviate the severe employment pressure and promote the economic development of our country. This paper focuses on the construction of community employment service and discusses the current measures of community employment service and the difficulties encountered in the implementation of the policy from the perspective of the urban community as the foundation of the urban society. Community employment service is an innovative mode to promote the employment work effectively. It is also a new exploration to perfect the functions of urban community management and community public service and to solve the basic needs of citizens in the new period. Therefore, it is of great practical significance to study the urban community employment service from the perspective of community management. The introduction part of the paper introduces the purpose, significance, research methods and research framework of the topic, the second chapter defines the theoretical basis and basic concepts involved in the research. The third chapter of the paper takes Dongjia XE Street of Zhuzhou City as an example to investigate the development of community employment service. According to the particularity of XE street community of Dong Jia and the predicament of employment service, this paper summarizes the basic reasons that affect employment service in our country from point and face. Chapter four studies the current community employment service work in foreign countries. The fifth chapter analyzes the reasons of the third chapter, and puts forward the countermeasures to perfect the urban community employment service in our country. The paper selects the community of XE street of Dong Jia as the case community, its resident structure is complex, the living standard is high, and it includes many resident community units and social organization is a typical mixed urban community, which contains the aging seriously. The re-employment of laid-off workers and the reform of state-owned enterprises are hot topics in our country. At the same time, because the community is located in the Zhuzhou High-Tech Development Zone and the enterprises in the community are mainly enterprises and institutions, the overall quality of the regional personnel is relatively high, the implementation of the policies issued by the government is also relatively smooth, and the development of community employment services is also relatively smooth. Therefore, the problems encountered in the process of work, has a certain degree of representativeness. Through the rational analysis of these problems, combined with the theory of research, finally in view of the resource shortage, the policy lag, the propaganda insufficiency, the system flaw and so on, put forward the solution countermeasure from the policy, the system and so on. It is of practical significance to perfect the community employment service in our country. Only by constantly perfecting the system and mechanism in the development of community employment can we find the most suitable employment service mechanism for urban communities in China by actively opening up new fields of community employment.
