治理网络谣言:网络社团的社会治理路径探析

【摘要】：网络谣言影响巨大,需要在反思其生成和传播机制的基础上探求治理之道。政府大力整治网络谣言,但存在辟谣速度缓慢、海量谣言辟谣繁难、专业谣言甄别困难、官方辟谣效果不佳、谣言处置简单粗暴等问题。网络社团作为网络空间的新生社会力量,在网络辟谣方面具有速度快、专业性强、长效防治、破除"塔西佗陷阱"和以科学说服网民等优势,同时,它也有助于促进政社关系良性互动、现代公民塑造、创造多元理性包容的舆论场域和积累社会资本等社会价值。因此,在社会治理变革转型时期,政府要积极引导网络社团发展,网络社团也要加强自身建设,最终通过政府和网络社团的合作共治网络谣言。
[Abstract]:The influence of Internet rumors is enormous, so we should explore the way of governance on the basis of reflection on its generation and dissemination mechanism. The government has made great efforts to crack down on online rumors, but there are some problems, such as the slow speed of disclosing rumors, the numerous difficulties of refuting rumors, the difficulty of identifying professional rumors, the poor effect of official rumors refuting, and the simple and rough handling of rumors. As a new social force in cyberspace, Internet societies have the advantages of fast speed, strong professionalism, long-term prevention and control, breaking the "Tacitus trap" and scientific persuasion of Internet users. At the same time, It also helps to promote the positive interaction of political and social relations, the shaping of modern citizens, the creation of pluralistic rational and inclusive public opinion field and the accumulation of social capital and other social values. Therefore, in the transformation period of social governance reform, the government should actively guide the development of network societies, and the network associations should strengthen their own construction, and finally, through the cooperation of the government and network associations, the network rumors should be treated together.
