公民网络政治参与的能力基础及其构建路径

【摘要】：公民普遍而充分地享有网络信息知情权、网络政治参与权、网络权益表达权和网络舆论监督权等网络基本权利,其构成网络政治参与的能力基础。现实"数字鸿沟"的存在和加剧造成公民网络政治参与能力的差距,深刻地影响其网络基本权利的实现。要加强网络信息基础设施建设,打造公民网络权益保障基础,扩大政府政务信息公开力度,保证公民网络信息知情权,加强公民网络技能教育培训,扩大公民网络政治参与权,完善网络管理法律法规制度,保障公民网络权益表达权,以权利保障为主,权利规制为辅,维护公民网络舆论监督权,保障和提高公民网络政治参与的权益和能力。
[Abstract]:Citizens generally and fully enjoy the basic rights of network, such as the right to know network information, the right to participate in network politics, the right to express network rights and interests and the right to supervise network public opinion, which constitute the ability basis of network political participation. The existence and aggravation of the "digital divide" in reality leads to the gap of citizens' ability to participate in politics on the network, which deeply influences the realization of the basic rights of the network. It is necessary to strengthen the construction of network information infrastructure, build the foundation for safeguarding citizens' network rights and interests, expand the publicity of government information, guarantee citizens' right to know about network information, strengthen the education and training of citizens' network skills, and expand citizens' right to participate in network politics. To perfect the laws and regulations of network management, to protect citizens' rights and interests on the network, to protect the rights and interests of citizens, to protect the rights and regulations, to safeguard the public opinion supervision rights of citizens on the network, and to guarantee and improve the rights and abilities of citizens' participation in network politics.
