双重背景下扶贫安置区移民养老保障问题研究

【摘要】：自2001年我国开展易地扶贫搬迁工程以来,截至2015年底,已累计安排易地扶贫搬迁中央补助资金363亿元,搬迁贫困人口680多万人。此外,根据我国“十三五”脱贫攻坚规划,要求在2020年实现5630万(1)农村建档立卡贫困人口的全面脱贫和981万贫困人口的易地扶贫搬迁。扶贫移民是易地扶贫和城市化建设的“新生群体”,也是社会保障体系建设的“边缘化群体”,更是全面小康社会建设的“后富群体”,如何使这一弱势群体真正在当地落地生根,降低次生贫困和返贫现象,良好的生计空间和完善的养老保障便是不可或缺的要素。解决好这一弱势群体的养老问题,是完善社会保障体系的关键一环,也是实现社会主义共同富裕的本质要求,解决981万扶贫安置社区贫困人口养老问题对全面脱贫、全面实现小康目标和完善社会保障体系都具有重大理论意义。本文在全面脱贫和人口老龄化的双重背景下,对扶贫移民社区老人养老问题进行研究,全文总共6章,第1章为研究背景与意义、国内外综述、思路与方法;第2章为相关概念和理论基础的研究,为文章提供理论支持;第3章为主体章节,对X县Y安置区调查资料进行了整理分析,发现移民安置区贫困、“空巢”、高危老人普遍较多,社区养老功能不足,移民老人养老和医疗资金难保障,老人情感需求难满足等问题突出;第4章为原因分析,在家庭生命周期转移、移民生计空间变化、家庭代际结构变迁三个不同视野下,对移民养老困境原因进行了深层次剖析;第5章整理了国内外相关案例,对相关经验和教训做出了总结;第6章为文章核心章节,主要是在借鉴国内外相关经验教训的基础上,对移民养老服务建设四大主体(政府部门、移民社区、移民家庭和移民老人)提出了相关可行性建议:建议政府部门分别从制度、经济、文化三个方面对移民养老提供保障;建议移民社区加强学习,加大宣传力度,组建贫困老人养老基金会,并结合实际,尝试探索适合当地实际的多元社区养老体系;建议移民家庭开源节流,扩宽家庭生计空间,加强交流,给老人更多陪伴,为老人养老提供良好的物质保障和亲情关怀;建议移民老人加强学习,转变养老观念,主动养老,放宽胸怀,享受生活,快乐养老。当前,我国正处于全面脱贫和全面建设小康的决胜时期,贫困问题仍然是最突出的“短板”,解决好“一方水土养不起一方人”的扶贫移民养老问题,是全面脱贫的后续问题,也是完善养老保障体系的必然要求,更是建设全面小康社会的必然诉求。
[Abstract]:Since 2001, China has carried out the project of poverty alleviation and relocation in different areas. By the end of 2015, the central subsidy fund for poverty alleviation and relocation has accumulated 36.3 billion yuan, and more than 6.8 million poor people have been relocated. In addition, according to our country's "13th Five-Year Plan" to tackle poverty, it is required to achieve 56.3 million% by 2020) the poverty alleviation of poor people in rural areas and the relocation of 9.81 million poor people to other areas. Poverty alleviation immigrants are "new groups" in the construction of poverty alleviation and urbanization in different areas, "marginalized groups" in the construction of social security system, and "post-rich groups" in the construction of a well-to-do society in an all-round way. How to make this vulnerable group take root in the local place, reduce secondary poverty and return to poverty, good living space and perfect old-age security are indispensable elements. To solve the pension problem of this vulnerable group is a key link in perfecting the social security system, and is also the essential requirement for realizing socialist common prosperity. To solve the problem of providing for the aged of the poor population in the 9.81 million poverty alleviation and resettlement community, it is necessary to completely lift out of poverty. It is of great theoretical significance to realize the goal of well-off society and to perfect the social security system. In this paper, under the dual background of poverty alleviation and population aging, this paper studies the problem of supporting the elderly in the poverty alleviation immigrant community. The first chapter is the research background and significance, the domestic and foreign summary, the thought and the method; Chapter 2 is the research of related concepts and theoretical basis, which provides theoretical support for the article. Chapter 3 is the main chapter, which collates and analyzes the survey data of Y resettlement area in X County, and finds that the resettlement area of immigrants is poor and "empty nest". The high risk elderly are generally more, the function of community pension is insufficient, it is difficult to guarantee the old people's pension and medical fund, and the emotional needs of the old people are difficult to satisfy. Chapter 4 is the reason analysis, which changes the living space of the immigrants in the family life cycle. Under the three different perspectives of family intergenerational structure changes, the causes of the plight of migrant pension are deeply analyzed. Chapter 5 summarizes the relevant experiences and lessons from home and abroad. Chapter 6 is the core chapter of the article. On the basis of drawing lessons from relevant experience at home and abroad, the paper puts forward four main parts of the construction of migrant pension service (government department, immigrant community, immigrant family and immigrant elderly). It is suggested that immigrant communities should strengthen their study, strengthen propaganda, set up pension fund for the poor elderly, and try to explore the multi-community pension system suitable for the local reality in the three aspects of economy and culture. It is suggested that immigrant families should open up sources of income and cut expenditure, widen the family's living space, strengthen exchanges, provide more companionship to the elderly, provide good material security and kinship care for the elderly, and suggest that the immigrant elderly people should strengthen their study, change their concept of providing for the aged, and take the initiative to provide for the aged. Relax mind, enjoy life, happy pension. At present, our country is in the decisive period of comprehensively eradicating poverty and building a well-off society in an all-round way. The problem of poverty is still the most prominent "short board". To solve the problem of "one side cannot afford to support one person" is a follow-up problem to the overall eradication of poverty. It is also the inevitable requirement of improving the pension security system and the inevitable demand of building a well-off society in an all-round way.
